制度伦理视域中领导干部思想道德建设研究

【摘要】：领导干部思想道德建设一直是人们十分关注的话题,随着社会实践和研究的不断发展,人们逐渐认识到制度建设在思想道德建设中的根本性作用,特别是在社会转型时期,制度的不健全和不完善对社会思想道德的根本性影响日益突显,在新形势下仅仅依靠传统的道德说教和引导很难起到道德教育和整合的作用。针对当前领导干部思想道德建设实践中出现的这样那样的问题,人们也更多地从制度的层面去探究产生问题的原因和解决问题的办法和途径。本文以制度伦理的视域对领导干部思想道德建设进行重新的研究和审视,以求通过制度伦理的全新视域把制度的强制力和道德的引导力结合起来共同作用于领导干部思想道德建设,以解决领导干部思想道德建设实践中的问题,进一步提高领导干部思想道德水平。总的来说,本文站在最广大人民群众的立场,坚持以马克思主义基本理论作为思想指导,坚持把社会主体的“人”作为研究的中心和出发点,以人性的内在特性作为研究的根本依据,以人的全面自由发展为根本目标,以人性的社会化改造为根本手段,以构建良秩社会为根本途径,以领导干部最终奋斗目标为根本价值判断取向,以改善和提高领导干部的思想道德水平为最终任务。在研究的过程中既坚持以制度伦理的视域来研究领导干部的思想道德建设,又坚持从领导干部思想道德建设的内在要求出发,明确领导干部制度伦理的改革方向。坚持把领导干部思想道德建设的终极目标与领导干部思想道德现状相结合,研究如何通过制度与伦理相结合的方法,构建个人全面自由发展所必需的良序社会,为实现领导干部思想道德发展的最终目标构建现实的渠道。在具体写作过程中,首先,从理论上阐述制度伦理及领导干部思想道德建设的本质。不管是制度伦理的研究,还是领导干部思想道德建设的研究,都是服务于个人的全面自由发展这一最终目标,在消灭了阶级统治的社会主义国家,两者在理论本质上实现了有机的统一。社会主义国家政权的性质决定了共产党的领导干部思想道德建设必须直接服务于共产党的最终奋斗目标：建立一个个人全面自由发展的共产主义社会。制度伦理的理论本质是以制度与伦理相结合的方法服务于人的生存状况的改善,这一理论本质与社会主义制度下的领导干部思想道德建设目标是同一的。从这一理论本质出发,在论文的研究和论述过程中坚持围绕社会主体的“人”,即人民群众这个根本和中心来展开,来分析人民群众的根本需求,并以此为基础研究如何构建适合个人全面自由发展的制度伦理构架,研究如何把制度伦理的相关理论运用到领导干部思想道德建设实践中去。重点论述了制度伦理价值取向如何确定的问题,制度伦理激励引导机制、惩戒制约机制如何发挥的问题,制度与伦理如何在实践中实现统一的问题,这些问题都是如何有效地扩张人性中善的一面、遏制人性中恶的一面的重要问题,也是能否把制度伦理的理论有效地运用到思想道德建设中的关键,通过对这些问题的论述明确以制度伦理为视域来研究领导干部思想道德建设的具体路径。接下来,对影响和制约领导干部思想道德建设的内部及外部因素进行研究。对领导干部思想道德建设内在的影响机制的研究,主要研究人类自身的特性对制度伦理及领导干部思想道德建设产生的影响。通过分析对人性有一个科学的认识,并结合对制度伦理及领导干部思想道德建设的自身规律性的分析,进一步明确不管是制度伦理的研究还是领导干部思想道德建设的研究都必须以人性作为共同的基础,两者互相影响,互相制约、互为基础。通过研究分析最终得出结论：如何把人性中善的方面发挥到最大的程度,把人性中恶的方面进行有效的遏制是制度伦理建设和领导干部思想道德建设取得成效的关键。从外部影响和制约因素来说,主要是从经济、政治、文化等方面入手研究其对领导干部思想道德建设的影响,通过分析这些因素的影响,从宏观上把握领导干部思想道德建设的方向。最后,从制度伦理的视域来分析和研究领导干部思想道德建设现状及问题,对新形势下领导干部思想道德出现滑坡和失范的原因从制度伦理的角度进行分析,找出当前干部制度建设和领导干部思想道德建设方面存在的问题。针对领导干部思想道德建设中存在的问题,结合制度伦理和领导干部思想道德建设的最终目标,提出改进的思路和具体的对策,使各级领导干部的思想道德水平不断提高,更好地服务于最广大人民群众的根本利益和社会的健康持续发展。
[Abstract]:The ideological and moral construction of leading cadres has always been a topic of great concern for people.
