日本公共图书馆社会化运营发展历程及问题

【摘要】：日本公共图书馆的社会化运营起步较早。1963年制定的委托管理制度是最早的社会运营方式,此后逐步出台NPO运营、PFI运营等方式;2003年,指定管理者制度取代委托管理制度成为最主要的运营方式;这一发展历程呈现的特点有:运营方式多样化,形成完整流程,向民间开放程度不断加深,运营者业务范围不断扩大。关于社会化运营,日本一直存在争论,支持者主要从经济角度出发,反对者主要从专业角度出发。有必要将两个角度结合起来思考,更为客观地认知社会化运营。政府是社会化运营的推动者和执行者,政府在具体执行过程中,要注意区分图书馆事业已经存在的问题和社会化运营带来的问题,并采用不同的对策加以解决。保证图书馆的"公共属性"是社会化运营的首要前提。表4。参考文献33。
[Abstract]:The entrusted management system established in 1963 was the earliest mode of social operation, and then gradually introduced NPO operation and PFI operation. In 2003, The appointed manager system has become the most important mode of operation instead of the entrustment management system, and the characteristics of this development course are: diversification of operation mode, formation of complete process, deepening of opening to the people. The scope of the operator's business is expanding. On social operation, Japan has been controversial, supporters mainly from the economic point of view, opponents mainly from a professional point of view. It is necessary to combine the two angles to realize the social operation more objectively. The government is the promoter and executor of the socialized operation. In the process of concrete implementation, the government should pay attention to distinguishing the existing problems of the library cause from the problems brought by the socialized operation, and adopt different countermeasures to solve them.
