政府购买图书馆服务中的政府责任分析

【摘要】：在政府履行向社会公众供给图书馆服务的过程中,政府责任因供给方式的不同而不同。在政府购买图书馆服务中,政府责任变革的机理是图书馆服务供给理念的变革、参与主体的多样化和供给方式的变革;政府责任的内容是表达和汇聚社会公众的图书馆服务需求、科学界定服务购买的范围、选择购买方式和服务契约的签订、服务契约的监管、纠纷处理和权利救济以及制度供给和资源保障。最后,提出实现政府责任的政策性建议和进一步研究的方向。
[Abstract]:In the process of government providing library service to the public, the responsibility of government varies with different modes of supply. In the process of government purchasing library service, the mechanism of government responsibility reform is the change of library service supply idea, the diversification of main body and the change of supply mode. The content of government responsibility is to express and gather the library service demand of the public, scientifically define the scope of service purchase, choose the way of purchase and the signing of service contract, and supervise the service contract. Dispute resolution and right relief, as well as institutional supply and resource protection. Finally, the paper puts forward the policy suggestions and further research directions to realize the government responsibility.
