基于知识图谱的国内政府数据开放研究现状及热点透析

【摘要】：基于文献计量和知识图谱可视化视角,以CNKI《中国学术期刊网络出版总库》2009-2017年所收录的政府数据开放的期刊论文为研究对象,运用Citespace5.1软件绘制国内政府数据开放研究的知识图谱,从研究现状、知识基础、研究热点及演化趋势四个方面展开详细分析。研究发现:我国政府数据开放相关研究起步较晚,但后发借鉴优势突出。我国政府数据开放研究大致可以划分为3个阶段,即理论的引入和界定时期(2009-2012);本土化理论建构和初步地方实践探索时期(2013-2016);理论成熟和国家层面实施推进时期(2017年及往后)。最后,我国政府数据开放研究整体可以概括为如下5个方面:一是国外政府数据开放制度比较、实践经验总结及启示和借鉴研究;二是政府数据开放的相关概念起源及辨析、影响因素及价值创造等基础性研究;三是大数据时代我国政府数据开放顶层设计及推进策略研究;四是我国政府数据开放评估、现状、问题及对策研究;五是电子政务、智慧城市与政府数据资源共享开放的协同推进研究。
[Abstract]:Based on the perspective of literature measurement and knowledge map visualization, this paper takes the open government data papers collected by CNKI in 2009-2017 as the research object, and uses Citespace5.1 software to draw the knowledge map of the open government data research in China. The research status, knowledge base, research focus and evolution trend are analyzed in detail. It is found that the research on government data opening started relatively late, but the advantage of reference is outstanding. The research on the openness of Chinese government data can be divided into three stages, namely, the period of the introduction and definition of theory (2009-2012), the period of localization theory construction and preliminary exploration of local practice (2013-2016), the period of theoretical maturity and the period of implementation at the national level (2017 and beyond). Finally, the research on the openness of government data in our country can be summarized as follows: first, the comparison of the opening system of foreign government data, the summary of practical experience and the inspiration and study for reference; the second, the origin and discrimination of the related concepts of the opening up of government data. Basic research on influencing factors and value creation; third, research on top-level design and promotion strategy of Chinese government data opening in big data's time; fourth, evaluation, current situation, problems and countermeasures of Chinese government data opening; fifth, e-government, Intelligent City and the government data resources sharing open collaborative advance research.
