湖北省政府档案网站建设现状及其优化研究

【摘要】：自20世纪90年代以来,随着信息技术的迅猛发展和日益普及,各行各业纷纷迎来了新的发展机遇。我国各级档案机构也顺应发展潮流,开始了自身的信息化建设。档案网站就是在这一历史背景下孕育而生的。档案网站的建立,为档案用户不受时空限制、随时随地地查阅档案信息提供了可能,也为档案信息资源的共享创造了更多的便利。在我国,档案管理领域实行的是“馆局合一”的管理体制,这使得档案网站既是政务网站,也是档案服务网站,这对档案网站的功能建设提出了更高、更多的要求。湖北省各级档案管理机构经过了十多年的探索,在档案网站建设方面已经取得了不俗的成绩,在数量上和质量上均达到了一定的水准。然而不可否认的是,湖北省档案网站在建设与应用过程中还存在不少问题,这些问题也制约了档案网站的进一步发展。本文正是立足于湖北省档案网站建设的实际现状,找出关键的问题及其原因,从而提出相应的优化对策,以期对该省的档案网站的进一步优化提供可靠的建议。本文的研究内容主要包括六个部分。第一部分为绪论,主要介绍研究的背景与意义,国内外研究综述,研究方法及研究内容,这是本文开展研究的依据与基础。第二部分为档案网站概述部分,主要对档案网站的性质、特点、类型以及档案网站建设的原则、内容、模式进行了简要描述,这为后文的研究内容明确了概念与范围。第三部分为湖北省档案网站建设现状,主要结合部分网络调查数据,针对档案网站各项基本功能的建设状况分别加以分析探讨,从而宏观把握我省档案网站建设应用的概况,这是本文开展研究的重要依据。第四部分主要指出我省档案网站建设应用过程中普遍存在的问题,这部分内容在文章中承上启下,是本文研究的重要内容。第五部分对湖北省档案网站建设提出了几点有针对性的优化措施,这是本文的重要研究成果。第六部分是对全文的总结与展望,全面总结了本文的研究成果,并对研究中的不足及研究展望作了简要阐述。
[Abstract]:Since 1990s, with the rapid development and popularization of information technology, various industries have ushered in new opportunities. China's archives institutions at all levels also conform to the trend of development, began their own information construction. The archival website is born under this historical background. The establishment of archival website provides the possibility for archival users to access archival information at any time and anywhere without space-time restriction, and also creates more convenience for sharing archival information resources. In our country, the management system of "the integration of library and bureau" is carried out in the field of archives management, which makes the archives website be not only the government website, but also the archives service website, which puts forward higher and more requirements for the function construction of the archives website. After more than ten years of exploration, the archives management organizations at all levels in Hubei Province have made great achievements in the construction of archives websites, reaching a certain level in quantity and quality. However, it is undeniable that there are still many problems in the construction and application of the archives website in Hubei Province, which also restricts the further development of the archives website. This paper is based on the actual situation of the construction of the archives website in Hubei Province, finds out the key problems and their reasons, and then puts forward the corresponding optimization countermeasures, in order to provide reliable suggestions for the further optimization of the archives website in this province. The research content of this paper mainly includes six parts. The first part is the introduction, mainly introduces the background and significance of the research, domestic and foreign research review, research methods and research content, which is the basis and basis of this research. The second part is a brief description of the nature, characteristics, types, principles, contents and patterns of the archival website construction, which clarifies the concept and scope for the later research content of the archival website, which is a brief description of the nature, characteristics, types and principles, contents and models of the archival website construction. The fourth part mainly points out the common problems in the process of the construction and application of the archives website in our province, which is the important content of this paper. The fifth part puts forward some targeted optimization measures for the construction of archives website in Hubei Province, which is the important research result of this paper. The sixth part is the summary and prospect of the full text, summarizes the research results of this paper in an all-round way, and makes a brief description of the deficiency in the research and the research prospect.
