综合档案馆数字档案资源建设存在的问题与对策研究

【摘要】：在介绍数字档案资源建设国内外研究现状的基础上,对综合档案馆数字档案资源建设的发展进行概述,并指出了综合档案馆数字档案资源建设的主要内容。综合档案馆数字档案资源建设的发展经历了从最初的档案数字化起始准备时期,在这个时期里,数字档案资源建设在理论、实践上都呈现初期稚嫩状态。到数字档案资源建设的初步建设时期,在这个时期里,数字档案资源开始呈现了逐步积累、建设状态。再到目前所正处于的数字档案资源持续发展的时期,在这个时期里,综合档案馆数字档案资源建设依据“存量数字化、增量电子化”这个具体的战略,有目标、有秩序的进行中。综合档案馆数字档案资源建设的具体内容也是围绕“存量数字化、增量电子化”具体展开。针对综合档案馆数字档案资源建设存在的问题分为“存量数字化”和“增量电子化”两个方面探讨。“存量数字化”过程中的问题是:数字化完成度低的地区对馆藏数字化价值取向和规划不明、缺乏统一的数字化技术标准、安全隐患大;数字化完成度高的地区数字档案资源具体内容难获得。“增量电子化”过程中问题是电子文件形成政出多门,缺乏协调;电子文件粗犷式积累,缺乏细致集中;电子文件归档过程断裂,缺乏衔接;电子文件保存滞后,缺乏长期保存;电子文件效力实施受阻,缺乏法律保障。相应的提出的改进对策也分为两个方面探讨。“存量数字化”过程中,数字化完成度低的地区明确价值取向、制定统一数字化标准、提出安全保障对策;数字化完成度高的地区借助档案数字化程度较高的美国的建设经验,通过人员、资源、机构间的相互协调实现数字档案资源的全文获取。“增量电子化”过程中实行前端控制;电子文件实施集中细致积累;顺应单套归档趋势;制定和执行长期保存策略、进行电子文件法律法规建设。

The corresponding improvement measures are also divided into two aspects.
