The digital informationresources` quantity,type,source and purpose are uninterrupted increasing. The question about how tokeep and utilize the digital informationresources have been presented to the humen. How to savethe digital information resources sciedtifically and legitimately is one of the hot spots of library andinformation science. Some achievements have been acquired. This paper discusses the question ofOAIS` adhibition and digital archives system with the view of keeping and utilizing the digitalinformation resources.This thesis reviews the situationofstudy of OAIS and digital archives. To discuss theimportance of OAIS in the area of digital archivessystem, this research discusses theenvironmental model, framework, functional module and metadata of OAIS. Based on the researchabove, we divide the digital archives system model into six part: holding system, data managementsystem, workflow system, release system, archives saving system and metadata saving system. Withthe structured developing method, the OAIS` guiding ideology has been considered adequatelythrough requirement analysis, feasibility analysis, system analysis, system devise and systemimplementation. The ultimate purpose of this thesis is to guide the system development by OAISand to research the OAIS by developing the system.
