According to s ome case studies, we hold that the formation and development of industry cluster s are a process of labor division evolution as well. However, the evolution of l abor division depends on the transactional efficiency. Thus, we explore the role s of social capital on improving transactional efficiency, promoting the evoluti on of labor division, and boosting industrial cluster development. As a result, local governments can advance the formation and development of industrial cluste rs via formulating institutions that encourage trust and cooperation and help th e accumulation of social capital.
