我国天然气价格市场化改革路径研究

【摘要】：我国的天然气价格市场化改革经过10余年的不断探索与实践,已经历了准备、试点和推进3个阶段。目前,这一改革正面临难得的历史机遇,按照天然气价格市场化改革"两步走"的战略目标,紧紧围绕使市场在天然气资源配置中的决定作用和更好地发挥政府作用的要求,必须抓住当前有利时机,深化天然气价格形成机制和管理体制改革,促进天然气市场主体多元化竞争,尽快放开天然气价格,建立主要由市场决定价格的机制,这是我国天然气价格市场化改革的必由之路。
[Abstract]:After more than 10 years of exploration and practice, China's natural gas price marketization reform has gone through three stages of preparation, pilot and promotion. At present, this reform is facing a rare historical opportunity. In accordance with the strategic goal of "two steps" in the market-oriented reform of natural gas prices, closely surrounding the requirements of making the market play a decisive role in the allocation of natural gas resources and giving better play to the role of the government, we must seize the current favorable opportunity. To deepen the reform of the price formation mechanism and management system of natural gas, to promote diversified competition among the main bodies of the natural gas market, to liberalize the price of natural gas as soon as possible, and to establish a mechanism for determining prices mainly by the market. This is our country natural gas price marketization reform must take the road.
