江西省农产品市场信息服务平台建设研究

【摘要】:随着我国市场经济体制的不断完善,信息对于市场的作用越来越显得重要。农产品市场是农业发展的重要一环,农业生产和经营主体在农产品市场中是否能够获得足够的竞争力,取决于对信息的掌握。但是目前,信息不对称问题在农产品市场中还表现的突出,一些出在农业产业链前端的农民,无法及时了解市场供求情况、产品价格情况等信息,导致了他们不能有效地根据市场变化进行生产决策。从另一个层面看,农产品市场的信息不对称,也使得一些劣质农产品挤占了优质农产品的空间,造成了“柠檬市场”,损害了消费者和农业生产者的积极性。江西省是农业大省,尤其是粮食产量在全国排位靠前,在近年来的农业现代化和信息化过程中,江西省在农业信息平台方面不遗余力,建设了注入江西三农网、江西农业信息网等知名的省内信息平台。但是我们通过对江西实际情况的分析也发现,江西省目前还没有开发和建设专业化、综合性的农产品市场信息服务平台,这也是本研究的重要目的。围绕以上目的和背景,本研究在走访和调查的基础上,以信息不对称理论和信息需求理论为支撑,对江西省农产品市场信息服务平台的构建提出了自己的设想和框架。具体的来看本研究包括如下重要组成部分:第一,研究分析了江西省农产品市场信息服务发展的现状和问题,既肯定了江西省在信息服务基础设施、网站平台、人员队伍、技术水平和信息采集方面取得的成绩,同时也指出了在信息内容、信息整合等方面存在的突出问题。第二,研究从农产品生产企业、经营企业、消费者和政府四个层面分析了江西省农产品市场信息服务的主要需求,目的是了解开发建设农产品市场信息服务平台网站,需要考虑哪些主要的功能和要素。第三,本研究借助Web技术和B/S框架等网站平台建设技术,将江西省农产品市场信息服务平台定位为立足江西、覆盖周边、服务全国的农产品市场信息窗口平台,按照这一定位,研究设定了平台的基本结构框架,提出了5个层次的功能分层,明确了总体及前台信息发布、后台处理等重要功能,同时也提出了业务数据和功能数据库的建设和维护内容。第四,本研究按照既定思路,围绕江西省农产品信息平台的功能和作用,从政府功能发挥、信息采集质量提升、深度挖掘农产品市场信息、突出宣传推广江西特色农产品功能等角度,提出了对平台建设和维护的保障措施。
[Abstract]:With the continuous improvement of China's market economic system, the role of information in the market becomes more and more important. The agricultural product market is an important part of agricultural development. Whether the main body of agricultural production and management can obtain sufficient competitiveness in the agricultural product market depends on the mastery of information, but at present, the problem of information asymmetry is still prominent in the agricultural product market. Some farmers who come out of the front end of the agricultural industrial chain are unable to understand the market supply and demand situation, the price situation of products, and so on in a timely manner, resulting in their inability to make effective production decisions according to market changes. From another perspective, The asymmetric information in the agricultural product market has also caused some inferior agricultural products to squeeze out the space for high-quality agricultural products, resulting in a "lemon market" and damaging the enthusiasm of consumers and agricultural producers. Jiangxi Province is a big agricultural province. In particular, grain production ranks first in the country. In recent years, in the process of agricultural modernization and informatization, Jiangxi Province has spared no effort in the area of agricultural information platform, and has built a three-farm network injected into Jiangxi Province. Jiangxi Agricultural Information Network and other well-known information platforms in the province. However, through an analysis of the actual situation in Jiangxi, we also found that Jiangxi has not yet developed and built a specialized and comprehensive agricultural product market information service platform. This is also the important purpose of this study. Around the above purpose and background, this study is supported by information asymmetry theory and information demand theory on the basis of interviews and investigations. This paper puts forward its own idea and framework for the construction of Jiangxi agricultural product market information service platform. In detail, this research includes the following important parts: first, This paper studies and analyzes the present situation and problems of the development of agricultural product market information service in Jiangxi Province, which not only affirms the achievements of Jiangxi Province in information service infrastructure, website platform, personnel, technical level and information collection. At the same time, it also points out the outstanding problems in the aspects of information content and information integration. Secondly, the paper analyzes the main demand of agricultural product market information service in Jiangxi Province from four aspects: agricultural product production enterprise, management enterprise, consumer and government. The purpose of this study is to understand the main functions and elements to be considered in the development and construction of agricultural products market information service platform website. Thirdly, this study uses the Web technology and the B / S framework to build the website platform technology. The agricultural product market information service platform of Jiangxi Province is positioned as the information window platform of agricultural products market based on Jiangxi province, covering the periphery and serving the whole country. According to this position, the basic structure of the platform is studied and set up. This paper puts forward five levels of functional stratification, clarifies the important functions such as general and foreground information release, background processing, etc. At the same time, it also puts forward the contents of construction and maintenance of business data and functional database. 4th, this study is based on the established ideas, Focusing on the functions and functions of the agricultural product information platform in Jiangxi Province, from the perspectives of government functions, improving the quality of information collection, digging the market information of agricultural products in depth, highlighting the function of propagating and popularizing the characteristic agricultural products of Jiangxi Province, The safeguard measures for platform construction and maintenance are put forward.
