基于新旧方案对河北省全面建成小康社会实现程度的比较分析

【摘要】：正2013年10月18日,国家统计局召开了全面建成小康社会统计监测方案培训会,公布了目标值采用全国统一标准的方案1和按东、中、西部划分不同目标值的方案2。我们按照新旧方案的小康监测体系对河北省全面建成小康社会实现程度进行了测算。结果表明:按照新的方案1、2测算,2012年全省全面建成小康社会总体实现程度分别为76.4%和75.3%,比按旧方案测算的全省小康总体实现程度(80.9%)分别低4.5和5.6个百分点。按方案1测算,全省2011年小康总体实现程度为72.4%,低于全国平均水平7.8个百分点,居全国第20位;按方案2测算,全省实现程度为71.3%,居全国位次将会后移2个以上。
[Abstract]:On 18 October 2013, the National Bureau of Statistics held a training session on the overall establishment of a well-to-do society statistical monitoring programme, and published the plan 1 with the target value using the national uniform standard and the scheme 2.2.dividing the different target values according to the eastern, middle and western regions. According to the well-to-do monitoring system of the old and new schemes, we calculate the realization degree of building a well-off society in Hebei Province. The results show that according to the new scheme 1 and 2, the overall realization of building a moderately prosperous society in all respects in the whole province in 2012 is 76.4% and 75.3%, respectively. It is 4.5 and 5.6 percentage points lower than the overall well-off level of the province (80.9%) estimated according to the old scheme.
