论动漫产业发展中政府职能作用的发挥

【摘要】：在文化全球化不断发展的今天,动漫产业已经成为各国经济竞争的重要内容和文化软实力竞争的重要载体。动漫产业是21世纪的新兴产业、朝阳产业,具有很大的市场潜力和发展空间。目前,动漫产业在发达国家已经被列入重点发展的支柱产业,部分发展中国家对此也给予了高度重视。作为艺术的动漫在中国起步较早,曾经创作生产了一大批优秀的作品,也曾进入过动漫强国的行列。然而,随着欧美、日韩等国动漫产业的飞速发展,中国动漫产业化的步伐却渐趋缓慢。近几年来,党和政府把发展动漫产业作为促进未成年人健康成长的重要工作,促进文化大发展大繁荣的重要举措,培育新的经济增长点的重要途径和提升国家文化软实力的重要着力点,积极为动漫产业的发展营造良好的外部环境,在宽松的环境下我国动漫产业总体呈现出快速发展的势头。但我国动漫产业的发展在实践过程中仍然存在着一些问题,针对这些问题,各级、各地政府都采取了具体的应对措施。本文立足于对当前形势下各种政策措施的分析,就如何更好地扶持、推动动漫产业发展提出自己的意见、建议。文章共分为五部分,第一部分是对动漫产业和政府职能进行理论阐述,介绍了相关的概念、特征和分类。第二部分重点介绍欧美、日韩等发达国家动漫产业发展现状和政策措施。第三部分重点介绍中国动漫产业发展现状和各级、各地政府围绕促进动漫产业发展采取的政策措施。第四部分重点分析了现有政策措施的得失利弊。第五部分重点从政府职能的角度就进一步推动动漫产业发展提出意见和建议,主要包括以下七点：完善产业扶持政策；充分发挥中介组织的作用；强化公共技术平台建设；强化媒体传播平台建设；强化投融资平台建设；强化公共政策平台建设；加强知识产权保护。
[Abstract]:With the continuous development of cultural globalization, animation industry has become an important part of economic competition and an important carrier of cultural soft power competition. Animation industry is a new industry in the 21 st century, sunrise industry, with great market potential and development space. At present, animation industry has been listed as the key pillar industry in developed countries, and some developing countries have also attached great importance to it. As the art of animation started early in China, has created a large number of excellent works, has also entered the ranks of animation power. However, with the rapid development of animation industry in Europe, America, Japan and South Korea, the pace of animation industrialization in China is gradually slow. In recent years, the Party and the government have taken the development of the animation industry as an important work to promote the healthy growth of minors and to promote cultural development and prosperity. The important way of cultivating new economic growth point and the important point of promoting the soft power of national culture are to create a good external environment for the development of animation industry actively. Under the loose environment, the animation industry of our country presents the momentum of rapid development. However, there are still some problems in the development of animation industry in our country. In view of these problems, local governments have taken concrete measures to deal with these problems. Based on the analysis of various policies and measures under the current situation, this paper puts forward some opinions and suggestions on how to better support and promote the development of animation industry. The article is divided into five parts. The first part is the theory of animation industry and government functions, introduces the related concepts, characteristics and classification. The second part focuses on the development of animation industry in Europe, America, Japan and South Korea and other developed countries. The third part focuses on the development of China's animation industry and all levels of government around the promotion of animation industry to take policy measures. The fourth part analyzes the advantages and disadvantages of the existing policies and measures. The fifth part focuses on the government functions to further promote the development of animation industry, mainly including the following seven points: improve the industrial support policy; give full play to the role of intermediary organizations; strengthen the construction of public technology platform; Strengthen the construction of media communication platform; strengthen the construction of investment and financing platform; strengthen the construction of public policy platform; strengthen the protection of intellectual property.
