石家庄市构筑动漫人才高地战略研究

【摘要】：动漫产业是一个庞大的产业,我国动漫产业起步较早,但产业化进程缓慢。进入新世纪以来,由于国家高度重视和政策的大力支持,我国动漫产业发展开始提速。近年来,石家庄市紧紧抓住国家扶持发展动漫产业的机遇,努力挖掘文化资源,采取政策扶持、园区孵化、项目带动、展会交流、品牌创新等有效措施,走出了一条具有地方特色的发展之路。当前,如何通过有效的人才战略,提升石家庄市动漫产业能级,打造动漫产业高地,已成为石家庄市发展现代服务业,推进城市转型的重要举措。本文从介绍动漫产业和动漫人才结构入手,阐述石家庄市动漫人才资源存在的问题及其成因,着眼于石家庄市打造动漫之都,培养动漫人才的现实,运用SWOT分析法对石家庄市动漫人才资源发展的环境进行综合分析,提出了石家庄市动漫人才发展战略,并运用灰色理论对2011-2015年石家庄市动漫人才总量进行了需求预测,为石家庄市动漫人才政策的制定提供了依据。在上述研究基础上,本文还参照其他各省市的动漫人才政策,并结合石家庄市自身的实际,从动漫人才的培养机制、引进机制、配置和利用机制、激励机制等四个方面提出了石家庄市动漫人才战略的政策支持。
[Abstract]:Animation industry is a huge industry, China's animation industry started early, but the process of industrialization is slow. Since entering the new century, due to the national attention and policy support, the development of China's animation industry began to speed up. In recent years, Shijiazhuang has seized the opportunity of the state to support the development of the animation industry, making great efforts to tap cultural resources, taking effective measures such as policy support, park incubation, project drive, exhibition exchange, brand innovation, etc. It has set out a development road with local characteristics. At present, how to improve the energy level of animation industry in Shijiazhuang City and build the highland of animation industry through effective talent strategy has become an important measure to develop modern service industry and promote urban transformation in Shijiazhuang City. This paper begins with introduction of animation industry and talent structure of animation, expounds the problems and causes of talent resources of animation and animation in Shijiazhuang, and focuses on the reality of creating animation capital and training animation talents in Shijiazhuang. This paper makes a comprehensive analysis of the environment of the development of animation talent resources in Shijiazhuang by using SWOT analysis, puts forward the development strategy of animation talents in Shijiazhuang, and forecasts the demand for the total number of animation talents in Shijiazhuang from 2011 to 2015 by using the grey theory. Shijiazhuang animation talent policy for the formulation of the basis. On the basis of the above research, this paper also refers to the animation talent policies of other provinces and cities, and combines the reality of Shijiazhuang City, from the training mechanism of animation talent, the introduction mechanism, the configuration and utilization mechanism, Incentive mechanism and other four aspects of Shijiazhuang City animation talent strategy policy support.
