长沙市动漫产业集群发展的扶持政策研究

【摘要】： 目前,动漫产业已发展成庞大产业集群和消费市场,全球形成了美、日、韩三足鼎立的动漫市场格局。近几年,长沙市动漫产业发展迅速,已成为国内最大的原创动漫产业基地,动漫产业集群发展条件已初步具备,但仍面临着产业定位误区、从业人员不合理、扶持力度不足等诸多现实障碍。本文在全面阐述动漫产业集群相关概念和内涵的基础上,阐述了长沙市动漫产业集群发展的现状,并对长沙市动漫产业集群发展的可行性及现实障碍进行分析,然后通过对国内外动漫产业集群发展模式与政府扶持特点的比较研究,得出对长沙市动漫产业集群发展的一些启示。在以上的分析研究之上,提出长沙市政府扶持动漫产业集群发展所应采取的政策,包括：加强高端人才的培养；加强规划和整合资源优势；加大政府资金扶持与领导力度；建设平台与技术支撑；加强创意产业园区建设；区域品牌战略。
[Abstract]:At present, the animation industry has developed into a huge industrial cluster and consumer market, the global formation of the United States, Japan, South Korea three-foot animation market pattern. In recent years, Changsha animation industry has developed rapidly, has become the largest original animation industry base in China, animation industry cluster development conditions have been initially available, but still face industry positioning errors, employees unreasonable, Insufficient support and many other practical obstacles. On the basis of expounding the concept and connotation of animation industry cluster, this paper expounds the current situation of Changsha animation industry cluster development, and analyzes the feasibility and practical obstacles of Changsha animation industry cluster development. Then through the comparative study on the development mode of animation industry cluster and the characteristics of government support, the author draws some enlightenment to the development of Changsha animation industry cluster. On the basis of the above analysis and research, this paper puts forward the policies that should be adopted by the government of Changsha to support the development of animation industry cluster, including: strengthening the cultivation of high-end talents; strengthening the planning and integration of resource advantages; increasing government financial support and leadership; Construction platform and technical support; strengthen creative industry park construction; regional brand strategy.
