动漫城输变电工程项目前评估研究

【摘要】:随着我国经济的迅速发展,我国的电力需求也在不断的攀升。相关数据显示,仅2011年我国电力行业的投资就超过了七亿元,其中电网投资占到了三千六百亿元之多,相当于总投资规模的百分之五十。然而,2005年,我国的电力行业投资还不到五亿元,而其中的电网投资就更少,只有一亿五千万元,仅占到总投资的百分之三十。由此可以看出,从2005年到2011年,电网的投资平均增长了百分之十六之多。北京丰台动漫城输变电工程项目就是在这样的背景下,为了满足丰台地区发展的负荷增长需求,缓解该地区电网供电能力不足的现状,以及解决动漫城地区附近衙门口站及张鲁双回线路供电压力的问题。项目确定前进行科学严谨的研究、分析、可行性研究,对工程建设项目评估是尤为重要的,该项目投资决策提供重要依据。本文首先阐述选题的目的意义及国内外相关研究文献,对项目前评估的理论、方法和内容进行了系统的分析;其次对北京丰台动漫城输变电工程项目从技术层面,经济层面以及社会层进行分析,并选出静态投资、造价差额、站址选择、土建部分、电气装置、系统节能及环境保护这几方面作为评价指标;然后对选用的层次分析法,模糊综合评价方法和步骤简述;最后从技术方面、经济方面以及社会层面对北京丰台动漫城输变电工程进行了详细的实证分析,得出了北京丰台动漫城输变电工程项目工程是合理的、可行的。
[Abstract]:With the rapid development of China's economy, China's electricity demand is also rising. Relevant data show that in 2011 alone, China's electricity industry investment exceeded 700 million yuan, of which power grid investment accounted for 360 billion yuan, equivalent to 50% of the total investment. However, in 2005, China's electricity industry investment is less than 500 million yuan, and the investment in the power grid is even less, only 150 million yuan, accounting for only 30% of the total investment. Thus, from 2005 to 2011, investment in the grid grew by an average of 16%. Beijing Fengtai animation city transmission and transformation project is in this context, in order to meet the development of Fengtai area load growth demand, alleviate the current situation of the power supply capacity of the power grid in that area. And to solve the animation area near the Yamen mouth Station and Zhanglu Shuang circuit power supply pressure problems. It is very important to carry out scientific and rigorous research, analysis and feasibility study before the determination of the project, which provides an important basis for the investment decision of the project. In this paper, the purpose and significance of the topic and related research literature at home and abroad are described, and the theory, method and content of pre-project evaluation are systematically analyzed. Secondly, the transmission and transformation project of Beijing Fengtai animation city is analyzed from the technical, economic and social levels, and static investment, cost difference, site selection, civil construction part, electrical installation are selected. The system energy saving and environmental protection are regarded as evaluation indexes; Then, the AHP, fuzzy comprehensive evaluation method and steps are briefly introduced. Finally, from the technical, economic and social aspects of Beijing Fengtai animation city power transmission and transformation project for a detailed empirical analysis, the Beijing Fengtai animation city transmission and transformation project is reasonable and feasible.
