提升我国文化软实力研究

【摘要】：文化软实力是相对于其硬实力来说的,是指该国传统文化、价值观念、意识形态等文化因素对内发挥的凝聚力、动员力、精神动力和对外产生的渗透力、吸引力和说服力,主要来源于一国的价值体系、民族文化、意识形态、政治制度与发展模式、国民素质与形象、外交政策等。文化软实力与硬实力既紧密联系,又互相区别。它们不是简单的加减关系,而是相辅相成、相互制约和协调的。文化软实力不仅直接构成综合国力而且间接影响综合国力,在综合国力的竞争中越来越具有全局性和战略性,是综合国力的重要内容。文化软实力是民族生命力、创新力和凝聚力的重要源泉,也是施加对外影响的重要力量。提升我国文化软实力是应对日益激烈的国际竞争的需要,是全面落实科学发展观的需要,也是全面实现民族复兴的需要。 历史上,中华民族曾经拥有强大的文化软实力,不仅塑造了辉煌的中华文明,而且极大地影响了亚洲特别是东亚、东南亚周边国家的社会发展,甚至远涉重洋,影响遍及世界,近代中国积贫积弱,文化软实力逐渐失去影响力。而当前我国文化软实力与硬实力相比,我国文化软实力发展严重滞后；与西方发达国家相比,我国文化软实力还有很大差距；与建国初期相比,当前我国文化软实力有了明显增强,我国文化竞争力进人世界中等强国行列,文化影响力明显扩大,文化创新人才不断涌现,文化创新力不断增强。党和政府的高度重视,马克思主义科学理论的指导,文化资源丰富深厚,强大的物质基础以及良好的提升我国文化软实力的国际环境是提升我国文化软实力的优势所在。但同时传统文化的现代化转型不足,传统价值观动摇,信仰危机日益严重,道德评价错位,西方文化渗透危及我国文化安全等等都对提升我国文化软实力构成了严峻的挑战。 面对现代化建设和民族复兴的历史使命,面对日益激烈的综合国力的竞争,我们一要通过推进马克思主义的理论创新和中国化以及高度的文化自觉融人人类文明的主流,注重教育和培育示范群体、示范榜样,建立良好的制度支持等加强社会主义核心价值体系建设；二要通过对中华民族历史文化知识的梳理和教育,对我国历史文化遗产的保护以及进一步扩大对外文化交流等方式大力弘扬中华文化,为提升我国文化软实力提供资源保证；三要树立正确的指导思想坚持辩证分析的原则积极吸收人类文明的一切优秀成果,增强我国文化活力；四要在处理好继承与创新、社会效益与经济效益的基础上通过深化文化体制改革、以内容创新为核心大力发展文化产业、加强知识产权保护等途径推动文化创新,解放和发展文化生产力努力提升我国文化软实力。
[Abstract]:Cultural soft power is relative to its hard power. It refers to the cohesion, mobilization, spiritual motivation and penetration, attractiveness and persuasion generated by the traditional culture, values, ideology and other cultural factors within the country. It mainly comes from a country's value system, national culture, ideology, political system and development model, national quality and image, foreign policy and so on. Cultural soft power and hard power are closely linked, but also different from each other. They are not simple addition and subtraction relationships, but complement each other, restrict and coordinate each other. The soft power of culture not only constitutes the comprehensive national strength directly but also indirectly influences the comprehensive national strength. It is more and more overall and strategic in the competition of the comprehensive national strength and is the important content of the comprehensive national strength. Cultural soft power is an important source of national vitality, innovation and cohesion, and also an important force to exert external influence. To promote the soft power of Chinese culture is the need to cope with the increasingly fierce international competition, the need to fully implement the scientific concept of development, and the need to realize the national rejuvenation in an all-round way. Historically, the Chinese nation once had strong cultural soft power, which not only shaped the brilliant Chinese civilization, but also greatly affected the social development of the neighboring countries in Asia, especially in East Asia and Southeast Asia, even across the world. Modern China accumulated poverty and weakness, and cultural soft power gradually lost its influence. Compared with the hard power, the development of the cultural soft power in our country lags behind, compared with the western developed countries, the cultural soft power of our country still has a big gap. Compared with the early days of the founding of the people's Republic of China, the cultural soft power of our country has been obviously strengthened, the cultural competitiveness of our country has entered the ranks of the world's medium power, the cultural influence has obviously expanded, the talents of cultural innovation have been constantly emerging, and the power of cultural innovation has been continuously enhanced. The Party and the government attach great importance to it, the guidance of Marxist scientific theory, the rich and profound cultural resources, the strong material foundation and the good international environment to promote the soft power of our country's culture are the advantages of promoting the soft power of our country's culture. But at the same time, the modernization transformation of traditional culture, the vacillation of traditional values, the increasingly serious crisis of belief, the dislocation of moral evaluation, the infiltration of western culture and endangering the cultural security of our country have all posed a severe challenge to the promotion of soft power of Chinese culture. In the face of the historical mission of modernization construction and national rejuvenation, and the increasingly fierce competition of comprehensive national strength, we should, first of all, melt the mainstream of human civilization through the promotion of Marxist theoretical innovation and Sinicization, as well as a high degree of cultural awareness. Pay attention to education and cultivate demonstration group, model example, establish good system support and strengthen the construction of socialist core value system; Second, we should vigorously promote Chinese culture by combing and educating the historical and cultural knowledge of the Chinese nation, protecting the historical and cultural heritage of our country and further expanding cultural exchanges with foreign countries, so as to provide resources guarantee for enhancing the soft power of Chinese culture. Thirdly, it is necessary to establish correct guiding ideology and adhere to the principle of dialectical analysis to actively absorb all outstanding achievements of human civilization and strengthen the cultural vitality of our country; Fourth, on the basis of properly handling inheritance and innovation, social and economic benefits, through deepening the cultural system reform, vigorously developing cultural industries with content innovation as the core, and strengthening the protection of intellectual property rights, etc., to promote cultural innovation. Emancipate and develop cultural productive forces and strive to enhance our cultural soft power.
