中国报业集团管理体制改革研究

【摘要】:改革开放30多年来,中国报业系统的改革发展取得了巨大成就。其间,报业广告收入就增加了500多倍,报业集团组建近百家(其中49家为国家新闻出版总署批准成立,其余为地方政府挂牌组建)。2004年国家新闻出版总署发布的((中国报业年度(2005)发展报告》明确,“以党报集团为扩张基础的8一10家大型骨干综合性报业集团,将成为区域性乃至全国报业市场的战略投资者。”事实上,百家报业集团的营收总额已占中国报业经济总量的2/3强,代表了中国报业的发展方向。但我国报业集团的实力与欧美等发达国家比,依然相差甚远。面对政治文明不断提高,大众生活方式快速变革,新媒体对传统媒体的替代之势锐不可挡,传统媒体正面临着生存和发展的双重压力。而学界和业界的共识是相对滞后的管理体制已经成为制约中国报业发展的首要因素。因此,深化报业集团管理体制改革已经成为中国报业发展的重要命题。 2009年,国家新闻出版总署出台了《关于进一步推进新闻出版体制改革的指导意见》,明确了报业集团体制改革的路线图和时间表。但具体到政府、行业以及报业集团自身如何系统推进改革,并形成正向合力,却有许多问题要解决。在报业集团新一轮改革发展的关键时刻,本研究的目的就是希望通过厘清报业集团改革中各层面存在的障疑,总结中外报业及相关领域体制改革经验,为当前处于文化体制改革中心的报业集团提供理论支持、战略思维和系统化的解决方案。 本文循着报业集团管理体制改革现状分析、改革必要性和可行性研究、问题成因探究、解决方案提出的研究思路,从理论上对中国报业集团管理体制改革所体现的“分类改革”、“增量改革”、“改善政府管制”、“集团化”、“社会化管理”等热点问题进行了分析;同时从实践上就报业集团管理体制改革现状、成效进行剖析,指出目前体制改革仍存在“目标不清晰”、“动力不足”、“多方利益博弈”、“产权不明确”等问题。本文指出,报业集团不能简单等同于企业集团,它是一种特殊的组织形式,实行的是“事业单位,企业化管理”。改革的主导权在政府,改革的发展权在报业自身。作为公共服务体系的一部分,政府应让渡部分管辖权;集团化运营的目的是实现产业化;集团内部的运行机制必须以现代企业制度来构建。 本文还采用比较研究方法,对欧美等发达国家的报业管理模式进行了分析,就其政府层面、社会机构、内部治理情况与中国报业进行了比较。得出基本结论:政府对媒体的管理应以柔性为主;应逐步完善与新闻传播有关的法律法规;集团化运营是趋势和方向;鼓励行业自律。 本文就推进我国报业集团管理改革的对策研究作了重点阐述。其中,设计了报业集团管理体制改革的目标、指导方针和基本原则。在解决方案上,提出了从优化治理资源配置建构良好的治理机制角度看:一方面,,必须明确政府主导者的定位;另一方面应该优化政府职能建设,明晰报业集团产权,逐步放松管制,推行国有资产授权经营,完善市场机制及产业政策。同时,在人力资源开发、战略性业务拓展体系建设、产品创新体系建设、融资运作决策体系建设等方面建立改革的保障体系。 本文系统梳理了政府就报业改革出台过的一系列方案和政策,对报业集团管理体制改革走向的基本脉象进行了有力佐证。 本研究的贡献在于借助欧美发达国家报业集团的管理体制实践和经济体制改革的经验,从超越政府、社会、行业组织以及报业集团的层面,综合学界、政府主管部门以及报业改革实践者的意见,提出了报业集团体制改革的目标是要建立起有效管理和协调发展的体制机制,政府对报业管理应趋向柔性化,报业集团体制改革现阶段应启动存量政策,集团化运营是报业产业化的组织形态优选,建构报业集团内部运行机制必须基于现代企业制度等创新观点。本文还结合报业集团管理的实际,提出了一系列具有前瞻性、实践性和可操作性的改革对策,相信能够为制度设计者,改革实施者以及中介服务机构相关工作的改善提供智力支持。
[Abstract]:During the past 30 years of reform and opening up, the reform and development of the Chinese newspaper industry has made great achievements. During the period, the newspaper advertising revenue increased by more than 500 times, the newspaper group formed nearly 100 (49 of them approved by the State Press and publication administration, and the rest was established by local government), published by the national press and Publication Administration (China press year).2004 Degree (2005) development report clearly, "8 one large backbone comprehensive newspaper group with the party newspaper group as the base of expansion will become a strategic investor in the regional and national newspaper market." in fact, the total revenue of the newspaper group has already accounted for the 2/3 of China's newspaper economy, which represents the direction of China's newspaper industry. The strength of the national press group is still far from that of the developed countries such as the European and American countries. In the face of the rising political civilization, the rapid transformation of the mass life style, the new media's substitution of traditional media is unstoppable, the traditional media is facing the double pressure of survival and development, and the consensus of the academia and the industry is a relatively lagging management system. It has become the primary factor that restricts the development of China's newspaper industry. Therefore, deepening the reform of newspaper group management system has become an important proposition for the development of China's newspaper industry.
In 2009, the State Press and Publication Administration issued a guiding opinion on further promoting the reform of the press and publishing system. It clarified the road map and timetable for the reform of the newspaper group system. However, it was specific to the government, the industry and the press group itself to promote the reform and form a positive joint force, but there were many problems to be solved. At the critical moment of the new round of reform and development, the purpose of this study is to sum up the obstacles in the various levels of the reform of the newspaper group and summarize the experience of the reform of the Chinese and foreign newspapers and related fields, and provide a theoretical support, a strategic thinking and a systematic solution for the newspaper group at the center of the cultural system reform.
This article follows the analysis of the present situation of the reform of the management system of the newspaper group, the necessity and feasibility study of the reform, the exploration of the cause of the problem, the research ideas of the solution, and the "classified reform", "the incremental reform", "the improvement of the government control", the "collectivization" and the "socialized management" of the reform of the management system of the Chinese newspaper industry group. At the same time, the paper analyzes the current situation of the reform of the management system of the newspaper group and the results, and points out that the current system reform still has some problems, such as "the target is not clear", "the power is insufficient", "the multi interests game" and the "property right is not clear". The dominant power of the reform is in the government, the right to development of the reform is in the press itself. This paper also uses comparative research methods to analyze the management mode of newspaper industry in developed countries such as Europe and America, and compares the government level, social institutions and internal governance with the Chinese newspaper industry. The basic conclusion is that the government should be flexible in the management of the media, and should gradually improve the laws and regulations related to the news dissemination; Operation is the trend and direction; encourage industry self-discipline.
This paper focuses on the research on the countermeasures to promote the reform of the management system of the newspaper industry group in China. The objectives, guidelines and basic principles of the reform of the management system of the newspaper group are designed. On the solution, a good governance mechanism from the optimization of the allocation of resources is proposed. On the one hand, it is necessary to make clear the decision of the government leader. On the other hand, we should optimize the construction of government functions, clarify the property rights of the newspaper group, gradually deregulate, carry out the authorized management of state-owned assets, perfect the market mechanism and industrial policies. At the same time, we should set up the reform in the development of human resources, the construction of strategic business development system, the construction of product innovation system, the construction of the decision-making system of financing operation and so on. The guarantee system.
This paper systematically combs a series of plans and policies issued by the government on the reform of the newspaper industry, and gives a strong evidence of the basic pulse of the reform of the management system of the newspaper group.
The contribution of this study lies in the experience of the management system and the reform of the economic system in the newspaper group of the developed countries in Europe and the United States. From the level of the government, the society, the industry organization and the newspaper group, the views of the comprehensive academics, the government departments and the reform practitioners of the newspaper industry, the objective of the reform of the newspaper group system is to be set up. In order to effectively manage and coordinate the development of the system mechanism, the government should tend to be flexible in the management of the newspaper industry. The reform of the newspaper group system should start the stock policy at the present stage. The group operation is the optimization of the organization form of the newspaper industry, and the internal operating mechanism of the newspaper group must be based on the present generation enterprise system and so on. The practice of group management has proposed a series of forward-looking, practical and operational reform countermeasures, which are believed to provide intellectual support for the improvement of the work of the institutional designers, the reform implementers and the intermediary services.
