兽药监管系统的设计与实现

【摘要】:现阶段兽药综合审批大部分沿用传统工作方式,,成本高、效率低、服务和监管不到位,缺乏时效。为了提高兽药市场监管的电子化水平,为监管对象、社会公众和相关监管主体提供高效的网络化服务,实现规则公开、过程公开、结果公开的“一站式”服务,进一步加强行政审批和市场监管业务,一要强化规范管理,从受理到反馈,在各个环节实施质量控制,保证信息准确无误;二要实现信息共享,最大限度地支持并行处理;三要保障安全可靠,提高业务管理数据的安全性、完整性和可靠性。 本期建设的兽药市场监管信息系统包括兽药注册、审批、体系认证、结果公示、电子监查、档案管理、综合查询、统计分析、基础信息管理、系统管理十个子系统。这些系统统一基于农业电子政务应用支撑平台进行设计和开发,需要和国家农业综合门户网站无缝集成。 兽药监管系统主要涉及的业务是兽药行业行政许可审批业务,包括兽药注册业务、研制新兽药使用一类病原微生物审批业务、兽用新生物制品临床试验审批业务、兽药生产许可证审批业务、兽药安全性评价单位资格认定业务和兽药广告审查业务。以农业部办公厅综合办为核心的农业部全部行政审批主要包括农业部行政审批综合办公系统、各个业务审批子系统和农业部电子监察系统。农业部行政审批综合办公系统是统一入口与统一出口,实现业务受理、形式审查、业务分办、业务审批结果接收、行政审批、办理结果反馈等功能,并将审批信息按统一形式进行发布,方便社会公众查询。 本文主要是结合基于SSH框架的兽药单监管系统的设计与实现过程,研究政府审批流程的无纸化应用,逐步实现兽药行政审批和业务监督管理的规范化、标准化、网络化处理,提高工作效率,增加业务透明度,为兽药生产企业提供便捷有效的服务。系统开发过程中采用SSH框架系统,可以将系统有效的分为展示层、控制层、数据层(即MVC模式),由Spring提供AOP框架及hibernate、struts的集成;Struts提供展示及控制;Hibernate提供数据持久化。这样的设计可以提高系统的运行效率,减少模块之间的耦合性,增加模块的重用性,同时也方便系统的进一步升级开发。依照政务部门信息化建设“四横两纵”思想,系统采用层次平台方案来有效的整合各业务应用系统,形成统一的应用系统。完成应用、数据、网络、安全、用户五个层次的统一集成。在SOA的整体架构下以服务的原始模型为粒度,组装成组件,统一注册到企业服务总线。并支持支持异构环境中的服务、消息,以及基于事件的交互,具有适当的服务级别和有效管理性。为整个农业监管系统搭建一个统一的开发部署平台。
[Abstract]:At this stage, veterinary drugs comprehensive examination and approval mostly follow the traditional working mode, high cost, low efficiency, service and supervision is not in place, lack of prescription. In order to improve the electronic level of supervision in veterinary drug market, to provide efficient network service for the object of supervision, the public and the related regulatory bodies, and to open the rules, the process is open, the result is "one-stop" service. To further strengthen the business of administrative examination and approval and market supervision, first, to strengthen standardized management, from acceptance to feedback, to implement quality control in every link to ensure the accuracy of information; second, to realize information sharing, and to maximize support for parallel processing; Third, to ensure security and reliability, improve the security, integrity and reliability of business management data. The supervision information system of veterinary drug market built in this period includes ten subsystems of veterinary drug registration, examination and approval, system certification, results publicity, electronic supervision, file management, comprehensive inquiry, statistical analysis, basic information management, and system management. These systems are designed and developed on the basis of agricultural e-government application support platform, which needs seamless integration with the national agricultural integrated portal. The main business involved in the veterinary drug supervision system is the approval of the administrative license of the veterinary medicine industry, including the registration of veterinary drugs, the examination and approval of the development of new veterinary drugs using a class I pathogenic microorganism, and the examination and approval of clinical trials of new veterinary biological products. Veterinary drug production license approval business, veterinary drug safety evaluation unit qualification business and veterinary drug advertising examination business. The whole administrative examination and approval system of the Ministry of Agriculture, which takes the General Office of the Ministry of Agriculture as the core, mainly includes the comprehensive office system for the administrative examination and approval of the Ministry of Agriculture, various business approval subsystems and the electronic supervision system of the Ministry of Agriculture. The comprehensive office system for administrative examination and approval of the Ministry of Agriculture is a unified import and export system that realizes the functions of business acceptance, formal review, business sub-office, receiving of business examination and approval results, administrative examination and approval, processing result feedback, etc. The examination and approval information will be issued according to the unified form to facilitate public inquiry. This paper mainly studies the paperless application of the government approval process based on the design and realization of the veterinary drug single supervision system based on SSH framework, and gradually realizes the standardization, standardization and network processing of the veterinary medicine administrative examination and approval and business supervision and management. Improve work efficiency, increase business transparency, to provide convenient and effective services for veterinary drug manufacturers. In the process of system development, the SSH framework system can be effectively divided into display layer, control layer, data layer (i.e. MVC mode), Spring provides the integration of AOP framework and hibernate,struts, Struts provides display and control, and Hibernate provides data persistence. This design can improve the efficiency of the system, reduce the coupling between modules, increase the reusability of modules, and facilitate the further upgrade and development of the system. According to the idea of "four horizontal and two vertical" in the information construction of the government affairs department, the system adopts the hierarchical platform scheme to effectively integrate all the business application systems and form a unified application system. Complete the application, data, network, security, user five levels of unified integration. In the whole structure of SOA, the original service model is taken as the granularity, and the components are assembled and registered to the enterprise service bus. It supports services, messages, and event-based interactions in heterogeneous environments, with appropriate service levels and efficient management. Set up a unified development and deployment platform for the whole agricultural supervision system.
