对我国国有艺术院团在文化体制改革中的产权研究

【摘要】：本文以文化体制改革的核心要素——产权作为研究的着力点,尝试以产权属性界定文化事业与文化企业,为传统划分院团属性的方法注入更加理性和客观的视角,使院团在“事转企”的改革全面推进阶段能对产权条件加以合理分析,构建出“充满活力、富有效率、更加开放、有利于文化科学发展的体制机制,繁荣发展社会主义文化。” 同时笔者受到我国经济体制改革下国企改制的经验启发,认为艺术院团改制应该积极借鉴30年来我国国企改制的理论成果和实践经验。本文通过文献梳理、社会调查、比较分析等研究方法,从四个方面进行论述：首先以产权属性在文化产品中的演变逻辑建构院团改制的产权思维；其次在国企与院团体制改革的历时性对比下探索出两者的共性特征；再次,结合艺术院团产权改革的特殊性,阐述院团产权改革的基本思路；最后就国企改制的正反两方面经验,特别是对产权改革所引起的学术界争论进行反思,建议院团尽量避免国企改制的负面效应,以此来减少我国国有艺术院团在文化体制改革中不必要的改革成本。文章研究意义在于努力将文化艺术界、学术界在国有艺术院团改制的注意点集中在产权制度变革上,以历史性、实践性、理论性的多维度研究总结院团改革的现状与问题,为研究适应当今社会主义市场经济环境下的院团产权改革提供一种新思路。
[Abstract]:In this paper, the core element of the reform of the cultural system-property rights as the focus of research, try to define cultural undertakings and cultural enterprises with property rights attributes, and inject a more rational and objective perspective for the traditional method of dividing the attributes of the college and the regiment. So that the Yuan and the regiment can reasonably analyze the condition of property right at the stage of the reform of "changing affairs to enterprises" in an all-round way, and construct a system mechanism which is full of vigor, efficiency and openness, is conducive to the development of culture and science, and can flourish and develop socialist culture. At the same time, the author is inspired by the experience of the state-owned enterprise reform under the economic system reform of our country, and thinks that the art institute group reform should draw lessons from the theoretical achievements and practical experience of the state-owned enterprise reform in the past 30 years. In this paper, through literature review, social investigation, comparative analysis and other research methods, this paper discusses from four aspects: firstly, it constructs the thinking of property right reform in the cultural products by the evolvement logic of property right attribute in cultural products; Secondly, under the diachronic contrast between the state-owned enterprises and the college regiment system reform, this paper explores the common features of the two systems; thirdly, combining with the particularity of the property right reform of the art institute group, it expounds the basic ideas of the property right reform of the college and the regiment. Finally, the author reflects on the positive and negative experiences of the reform of state-owned enterprises, especially on the disputes in the academic circles caused by the reform of property rights, and suggests that the Yuan delegation should try its best to avoid the negative effects of the reform of the state-owned enterprises. In order to reduce the state-owned art group in the cultural system reform unnecessary reform costs. The significance of this paper lies in trying to focus on the reform of the property right system in the cultural and artistic circles and academic circles, and summing up the present situation and problems of the reform on the basis of historical, practical and theoretical multi-dimensional research. It provides a new way to study the reform of the property right of the Yuan and League in the socialist market economy.
