乌鲁木齐市艾滋病防治多部门参与及合作模式的效果评估

【摘要】： 目的:提高各部门对艾滋病相关政策的认识,明确各部门所承担的义务和责任,建立目标责任制,建立监督制度和激励机制,建立一个合作交流平台,强化部门间的合作,探讨多部门整合和跨领域合作工作模式在艾滋病防治中的应用价值。方法:1.采用艾滋病KABP量表,在干预实施前后随机抽取300名研究对象进行艾滋病基本知识、艾滋病防治干预措施、对待艾滋病病人的情感反应、歧视态度、回避态度及对政策法规等项目进行调查。2.采用访谈提纲,对15家成员单位分别选择艾滋病分管领导1人,联络员1人,单位干部职工1人进行深入访谈。3.采用制定相关制度、开展信息交流、协调会议、知识培训等方法对多部门领导及工作人员进行干预措施的实施。结果:目标人群对艾滋病基本认知情况由17.00%提高到78.27%(P0.05),传播途径知晓率由65.33%提高到93.97%(P0.05),干预措施知晓率由43.67%提高到87.90%(P0.05),对待艾滋病病人的正面情感反应由48%提高到70.93%(P0.05),对待艾滋病病毒感染者及病人的非歧视态度由48.00%提高到70.93%(P0.05),非回避态度由79%提高到87.54%(P0.05),对国家四面一关怀政策了解无显著差异(P0.05)。定性访谈显示:建立了多部门合作平台,提高了多部门人员艾滋病相关知识、参与艾滋病防治意识及能力,“政府领导,多部门合作”的运行机制得到完善与加强。结论:通过此项研究摸索出了适合乌鲁木齐市艾滋病防治的多部门参与及合作模式。采取整合和跨领域的模式,初步构建了集监测、预防、社区综合干预、治疗、教育、科研“六位一体”的艾滋病综合防治立体网络。
[Abstract]:Objective: to raise the awareness of AIDS-related policies in various departments, to clarify the obligations and responsibilities undertaken by various departments, to establish a target responsibility system, to establish a supervisory system and an incentive mechanism, to establish a platform for cooperation and exchange, and to strengthen inter-departmental cooperation. To explore the value of multi-sector integration and cross-domain cooperation in AIDS prevention and control. Method 1: 1. Using AIDS KABP scale, 300 subjects were randomly selected before and after the intervention to carry out basic knowledge of AIDS, AIDS prevention and treatment measures, emotional response to AIDS patients, discriminatory attitude, Avoidance attitude and policies and laws and other items of investigation. 2. With the outline of interviews, 15 member units were selected to conduct in-depth interviews with 1 head of AIDS, 1 liaison officer, 1 cadre and staff of the unit. Adopt the relevant system, information exchange, coordination meeting, knowledge training and other methods to multi-department leaders and staff to carry out intervention measures. Results: the basic knowledge of AIDS among the target population increased from 17.00% to 78.27% (P0.05), the awareness rate of transmission route increased from 65.33% to 93.97% (P0.05), the awareness rate of intervention measures increased from 43.67% to 87.90% (P0.05), the positive emotional response to AIDS patients increased from 48% to 70.93% (P0.05). The nondiscrimination attitude of HIV infected persons and patients was increased from 48.00% to 70.93% (P0.05), and the non-avoidance attitude was increased from 79% to 87.54% (P0.05). There was no significant difference in the understanding of the national four-sided care policy (P0.05). The qualitative interview shows that the multi-sector cooperation platform has been established, the AIDS related knowledge of multi-sector personnel has been improved, the awareness and ability of participating in AIDS prevention and control have been improved and strengthened, and the operational mechanism of "government leadership and multi-sectoral cooperation" has been improved and strengthened. Conclusion: the model of multi-department participation and cooperation for prevention and treatment of AIDS in Urumqi has been found out through this study. By adopting the integrated and cross-domain model, a three-dimensional network of integrated prevention and treatment of HIV / AIDS is constructed, which integrates surveillance, prevention, community comprehensive intervention, treatment, education and scientific research.
