新疆军区某医院卫生技术人员现状分析及预测

【摘要】: 目的:掌握新疆军区某医院卫生人力现状及总体特征;了解新疆军区某医院卫生人力结构存在的问题;针对新疆军区某医院卫生人力资源现状存在的问题提出整改方案,加快培养和开发专业技术人力资源;为新疆军区某医院可持续发展奠定基础。方法:从新疆军区某医院人事科调取档案,以2001年1月1日(北京时间0点起)~2005年12月31日(北京时间24点止)为时间范围进行资料收集,对所研究分析范围Qg的所有卫生技术人力资源情况进行整理,统一格式,选定统一标准;在微机上建立“新疆军区某医院卫生人力资源信息数据库“,采用GPMS通用人事资源管理系统软件进行各种统计运算和统计分析。结果:1)新疆军区某医院在职职工共233人,男性71名,女性162名,分别占30.47%和69.53%;2)汉族占工作人员的大多数,其次的维吾尔族,分别是78.11%和12.88%;3)该院现有卫生技术人员高级、中级、初级职称比例为1:5.3:9.3。4)2010年该院的卫生技术人员为201人,医护比为1:1.45。男女之比为1:2.2,20~年龄组为34.36%,30~年龄组36.41%。2010年研究生的需求量将增大,为32人。结论:1)新疆军区某医院总体上看有较完善的现代人力资源管理体系,管理模式清晰,人力成本低;2)卫生技术人员的总量偏小,医技和护理人员都十分短缺;3)年龄构成为正态分布,整体年龄结构分布较合理化,在未来的5~10年这些人员应形成规模效应;4)医院的临床科室和非临床科室的职称结构中高级的技术人员极其短缺;5)护理人员的年龄和学历都偏低,高级护理师极其短缺,培训力度不够;6)医院卫生技术人员的专业吻合度较高。7)预测该院到2010年不论是医疗专业还是护理、检验、药剂等专业均呈递减趋势。学历需求中,研究尘的需求量不断增大。该医院的病源很丰富,医院应树立“以人为本”的管理理念,建立符合新疆军区某医院发展的人力资源管理系统,健全一整套引才、用才、育才、激才、留才以及促进人才合理流动的机制,使人才潜在的能力和能量最大限度地释放出来,积极进取、勇于拼搏、乐于奉献,在发展中多培养高学历,高职称的技术人员,从而使新疆军区某医院人才高地在医院建设和发展中发挥更大的作用。
[Abstract]:Objective: to understand the present situation and general characteristics of health manpower in a certain hospital of Xinjiang military region, to understand the problems existing in the structure of health manpower in a hospital of Xinjiang military region, and to put forward a plan for rectifying and reforming the present situation of health human resource in a hospital of Xinjiang military region. To speed up the training and development of specialized technical human resources; to lay the foundation for the sustainable development of a certain hospital of the Xinjiang military region. Methods: to transfer files from the personnel department of a certain hospital of the Xinjiang military region, Taking January 1, 2001 (from 0 o'clock Beijing time) to December 31, 2005 (from 24:00 Beijing time) as the time frame for data collection, all the health technical human resources of the scope of study and analysis QG were sorted out, and the standard was unified. Selection of uniform criteria; The database of health human resources information in a certain hospital of Xinjiang military region was established on a microcomputer. All kinds of statistical calculation and statistical analysis were carried out by using GPMS general personnel resource management system software. The results showed that there were 233 staff and workers in a hospital of Xinjiang military region. There are 71 males and 162 females, accounting for 30.47% and 69.53% of the staff respectively) the Han nationality accounts for the majority of the staff, followed by the Uighurs, 78.11% and 12.88%, respectively. The proportion of primary professional titles is 1: 5.3: 9.3.4) in 2010, the number of health technicians in the hospital was 201 and the ratio of medical care to medical care was 1: 1.45.The ratio of men to women was 1: 2.2 to 20 years. The demand for graduate students in the age group from 34.36 to 30 years will increase in 2010. Conclusion: a hospital of Xinjiang military region has a perfect modern human resource management system, a clear management model and a low manpower cost. The age structure is normal distribution, and the overall age structure distribution is more reasonable. In the next 5 ~ 10 years, these personnel should form a scale effect (4) there is an extreme shortage of senior technicians in the professional title structure of clinical departments and non-clinical departments in hospitals (5) the age and academic qualifications of nursing staff are on the low side, and the senior nurses are extremely short. 6) the degree of professional coincidence of health technicians in hospitals is high. 7) it is predicted that the medical specialty, nursing, testing, pharmacy and other specialties in the hospital will be decreasing by 2010. The demand for research dust is increasing. The hospital is rich in the source of diseases. The hospital should set up the management concept of "people-oriented", establish a human resource management system in line with the development of a certain hospital of Xinjiang military region, perfect a whole set of talents, use talents, and cultivate talents. The mechanism of encouraging, retaining, and promoting the rational flow of talented people, so that the potential ability and energy of talents can be released to the maximum extent, and they will be positive, enterprising, courageous and willing to work hard, and they will be willing to contribute, and in the course of development, they will train more technicians with high academic qualifications and high professional titles. So that the Xinjiang military region hospital talent highlands in hospital construction and development play a greater role.
