军队专业技术干部职务晋升评审系统的研制与应用

【摘要】：正 “九五”以来,学校按照军委“科技兴军”的指导思想和第四次党代会提出的奋斗目标,专业技术干部队伍建设工作取得了明显成效,但另一方面,在管理和建设工作中也确实面临和遇到一些不容忽视的矛盾和问题,最突出的是技术干部职务“能上不能下”的步于难以迈开,高级专业技术职务晋升矛盾日益尖锐;在很大程序上影响到了我们干部队伍的稳定和学校的可持续发展,1992年以来,我校不断探索了专业技术
