某部队医院运营现状分析与发展策略研究

【摘要】:研究目的:通过分析某部队医院运行现状,探究该部队医院运营过程中存在的问题,分析问题产生的根源,提出相应的解决方案,推动医院健康发展。 研究方法: 一、资料收集方法:文献回顾及综述法:通过文献查阅,梳理影响部队医院发展的宏观政策,明确部队医院现在面临的政策环境。 通过医疗机构调查,回顾性了解医院近几年来的医疗开展情况。 通过问卷调查,了解工作人员的工作状态,侧面体现医院发展情况,收集就诊病人的意见反映医院的医疗情况。 通过焦点组讨论,访谈了解医院的工作人员对医院状态的认同情况。通过头脑风暴法召集现役军人及招聘的职工分组讨论对医院运营状态的看法,收集整理分析他们对医院的意见建议。 通过定性访谈,与3名退休返聘的原医院的科主任、副院长和14名2000年后转业到地方的原医院医务人员进行访谈,了解他们对医院的看法与建议,帮助完善对医院的诊断。 二、资料分析方法:1.采用归纳分析法对医院各岗位工作人员工作状态进行描述;2.通过描述性和分析性的统计方法对相关资料进行定量分析。 结果:通过系统性地回顾分析国内部队中小医院发展环境,从宏观政策的层面看:部队医院,特别是中小部队医院的生存和发展,受宏观政策的影响很大,一方面是裁军,精兵政策下进行的三次大规模裁军缩减了中小部队医院的编制,制约了部队基层医院的发展,另一方面是地方现行的医改政策,限制了地方病人到中小部队医院就诊。通过对定量与定性的分析整理发现该部队医院存在的一些问题:1.医院设备设施较落后,卫生服务提供能力受限;2.医院的业务量明显下降,总体竞争力不强;3.工作人员对医院整体运营情况满意度不高;4.医院缺乏科学的人力资源管理方法。针对存在的问题,探讨在该部队医院中强化人力资源管理,通过科学的管理培育医院的核心竞争力,注重医院文化的建设,加强医德医风建设,建立和谐医患关系,促进医院的良性健康发展。 结论:该部队医院由于宏观政策的调整和微观管理制度与方法的不善,未能妥善解决发展过程中暴露出来的问题,导致了医院在近几年的运营效率和水平下降。研究发现改进人力资源管理将提升医护人员的工作积极性,能够带来更多的经济效益和社会效益,提高患者满意度。
[Abstract]:Objective: to analyze the current situation of a military hospital, explore the existing problems in the operation of the military hospital, analyze the root causes of the problems, and put forward corresponding solutions to promote the healthy development of the hospital. Research methods: First, data collection method: literature review and review method: through literature review, combing the macro policies that affect the development of military hospitals, and clarifying the policy environment that military hospitals are now facing. Through the investigation of medical institutions, a retrospective understanding of hospital medical development in recent years. Through the questionnaire survey, we can find out the working status of the staff, reflect the development of the hospital, and collect the opinions of the patients to reflect the medical situation of the hospital. Through focus group discussions, interviews were conducted to understand hospital staff's recognition of hospital status. Through brainstorming, the group of active servicemen and the recruited staff were gathered to discuss their views on hospital operation, and their opinions and suggestions on hospital were collected and analyzed. Through qualitative interviews, the author interviewed three retired hospital directors, the vice president and 14 medical staff who had switched to local hospitals after 2000 to find out their opinions and suggestions on the hospital and to help improve the diagnosis of the hospital. Data analysis method: 1. Inductive analysis method is used to describe the working status of each post staff in the hospital. Quantitative analysis of relevant data was carried out by descriptive and analytical statistical methods. Results: through a systematic review and analysis of the development environment of small and medium-sized military hospitals in China, from the macro policy level, the survival and development of military hospitals, especially those of small and medium-sized military hospitals, were greatly affected by macro policies, on the one hand, disarmament. The three large-scale disarmamentsconducted under the policy of elite soldiers have reduced the establishment of small and medium-sized military hospitals, restricted the development of military basic-level hospitals, and on the other hand, the current local medical reform policies have restricted local patients from seeing doctors in small and medium-sized military hospitals. Through quantitative and qualitative analysis, we found that there are some problems in the army hospital: 1. Hospital equipment and facilities are relatively backward, and the ability to provide health services is limited. The business volume of the hospital drops obviously, the overall competition ability is not strong 3. Staff satisfaction with the overall operation of the hospital is not high. The hospital lacks the scientific human resource management method. In view of the existing problems, this paper discusses how to strengthen the management of human resources in the hospital of the army, cultivate the core competitiveness of the hospital through scientific management, pay attention to the construction of hospital culture, strengthen the construction of medical ethics, and establish a harmonious relationship between doctors and patients. To promote the healthy development of hospitals. Conclusion: due to the adjustment of macro policy and the poor micromanagement system and methods, the problems exposed in the course of development have not been solved properly, which has resulted in the decline of the hospital's operating efficiency and level in recent years. It is found that the improvement of human resource management will enhance the enthusiasm of medical staff, bring more economic and social benefits, and improve patient satisfaction.
