军队疾病监测工作现状及对策探讨

【摘要】：目的进一步提高军队疾病监测工作质量 ,促进疾病监测系统发展。方法分析目前疾病监测现状 ,探讨提高疾病监测能力的相应对策。结果军队疾病监测开展 10多年 ,对部队的疾病预防控制工作起了重要作用 ,但仍有不足 :疫情专报网覆盖面小 ,且受部队通讯状况影响较大 ;医疗机构疫情报告科室不统一 ,职责不明确 ,缺乏监督机制 ;暴发疫情报告与日常疫情报告脱节 ,存在行政干预现象 ;疫情报告的自动化程度低 ;报告数据填报质量差 ,存在项目填报不全和错填现象 ;传染病漏报比较严重。针对以上不足 ,提出 :(1)完善疫情报告网络建设 ;(2 )统一报告科室 ,明确职责 ,健全监督机制 ;(3)更新疫情报告系统软件 ,提高疫情报告的自动化 ,提高暴发疫情的报告管理 ;(4)加强疫情报告人员的系统培训 ,提高疾病监测队伍整体水平。结论只要从多方面不断完善疾病监测体系 ,就能促进军队疾病监测系统的建设和发展。
[Abstract]:Objective to improve the quality of disease surveillance and promote the development of disease surveillance system. Methods the present situation of disease surveillance was analyzed and the corresponding countermeasures to improve the ability of disease surveillance were discussed. Results for more than 10 years, the disease surveillance in the army has played an important role in the prevention and control of diseases in the army, but there are still some shortcomings: the coverage of the epidemic report network is small, and it is greatly affected by the communication situation of the troops; The departments and departments of epidemic report of medical institutions are not unified, their responsibilities are not clear, and they lack of supervision mechanism, the report of outbreak is out of touch with the daily report of epidemic situation, and the phenomenon of administrative intervention exists, and the degree of automation of the report of epidemic situation is low. The quality of reporting data is poor, there is incomplete and wrong filling of items, and the underreporting of infectious diseases is serious. In view of the above deficiencies, it is proposed that: 1) improve the network construction of the epidemic situation report unit 2) unify the reporting department, clarify the responsibility, perfect the supervision mechanism and update the software of the epidemic situation report system to improve the automation of the epidemic situation report. Improve the report management of outbreak. 4) strengthen the systematic training of epidemic report personnel and improve the whole level of disease surveillance team. Conclusion as long as the disease surveillance system is improved in many aspects, it can promote the construction and development of military disease surveillance system.
