部队卫生监督工作的回顾与对策

【摘要】：通过对第二炮兵部队卫生监督工作的调研、回顾、总结、分析,认为二炮三级卫生监督体系基本建成,卫生监督队伍初具雏形,常规监测支撑条件基本具备,卫生监督取得一定成绩,任务得到较好扩展。但是,在卫生监督工作中,依法监督意识有待强化,监督机制有待完善,监督队伍整体素质有待提高,卫生行政执法有待加强,特种作业卫生监督设施设备有待改善。针对这些问题提出加强部队卫生监督工作的对策:各级卫生监督监测部门应树立新的卫生监管理念,提高依法监督意识;加强法规制度建设,建立良性工作运行机制;加强专业技术队伍建设,提高卫生监督质效;实施新的监管措施,抓实重点工作;加大经费投入,改善监测技术支撑平台。
[Abstract]:Through the investigation and investigation of the health supervision work of the second Artillery Corps, reviewing, summing up and analyzing, it is concluded that the third level hygiene supervision system of the second Artillery Corps has basically been built, that the health supervision team is in its infancy, and that the supporting conditions for routine monitoring are basically available. Some achievements have been made in health supervision, and the task has been well expanded. However, in the work of health supervision, the consciousness of supervision according to law needs to be strengthened, the mechanism of supervision should be improved, the overall quality of the supervision team should be improved, the law enforcement of health administration should be strengthened, and the facilities and equipment of sanitary supervision for special operations should be improved. In view of these problems, the countermeasures to strengthen the health supervision work of the army are put forward: the departments of health supervision and surveillance at all levels should set up a new concept of health supervision, raise the consciousness of supervision according to law, strengthen the construction of laws and regulations, and establish a sound working operation mechanism. Strengthen the construction of professional and technical team, improve the quality and effectiveness of health supervision, implement new supervision measures, lay stress on key work, increase the investment of funds and improve the supporting platform of monitoring technology.
