军队反恐怖袭击医学救援对策研究

【摘要】：冷战结束后,恐怖主义已被许多国家列为当今最严重的全球性威胁之一。特别是“9·11”事件之后,反恐怖斗争形势的紧迫性与严峻性,促使各国对恐怖主义现象、危害及反恐怖措施进行更深入、更全面地研究和探讨,反恐怖袭击的医学救援也提到议事日程。军队是国家反恐怖斗争的重要武装力量,其面对恐怖袭击时的医学救援对策是迫切需要解决的问题。本研究在查阅文献、专家访谈和实地调查的基础上,运用系统分析、专家咨询、统计分析等理论和方法,依据军队所担负的任务及编制序列,研究提出了建立总部—大单位—联勤分部—基层部队四级反恐怖袭击医学救援指挥体系,确立现场救护、早期及专科治疗两级救治体系;研究提出构建立法保障机制、预警预报机制、预先准备机制、应急联动机制、快速反应机制及救援保障机制,并就此进行了具体分析;针对反恐怖袭击医学救援的特点与要求,提出加强预测,超前准备;完善三级卫勤指挥系统,建立反恐怖袭击医学救援体系;建立反恐怖袭击相关法规制度;组建应急机动卫勤保障部队(分队),建立快速反应机制;周密组织准备,提高现场抢救效率;迅速研究解决核、生、化袭击问题的医学防护等行动对策。并结合部队的任务,拟定了反恐怖袭击医学救援参考预案。为军队卫勤机构制定反恐怖袭击医学救援预案和实施卫勤保障提供理论依据和参考。
[Abstract]:After the Cold War, terrorism has been listed by many countries as one of the most serious global threats. In particular, after the events of 11 September, the urgency and seriousness of the situation in the fight against terrorism has prompted States to conduct more in-depth and comprehensive research and discussion on the phenomenon, harm and counter-terrorism measures of terrorism, Medical aid for counter-terrorist attacks is also on the agenda. The army is an important armed force in the national anti-terrorist struggle, and its medical rescue countermeasures are urgent problems to be solved in the face of terrorist attacks. On the basis of literature review, expert interviews and field investigations, this study applies theories and methods such as systematic analysis, expert consultation, statistical analysis, and so on, according to the tasks and compilation sequence of the military. The study proposed the establishment of a four-level medical rescue command system for anti-terrorist attacks at the headquarters, large units, joint logistics branch and grass-roots units, and the establishment of a two-level rescue system for on-site rescue, early treatment and specialized treatment; a legislative safeguard mechanism was proposed. Early warning and forecast mechanism, advance preparation mechanism, emergency linkage mechanism, rapid response mechanism and rescue guarantee mechanism are analyzed in detail, aiming at the characteristics and requirements of medical rescue of anti-terrorist attack, the paper puts forward to strengthen prediction and advance preparation; To improve the three-level health service command system, to establish a medical rescue system for anti-terrorist attacks, to establish a system of laws and regulations related to anti-terrorist attacks, to set up emergency mobile medical support units (units), to establish a rapid response mechanism, and to organize and prepare carefully, To improve the efficiency of rescue on the spot; to study the action countermeasures of solving nuclear, biological and chemical attack problems quickly. And combined with the task of the army, the anti-terrorist attack medical rescue reference plan. It provides theoretical basis and reference for military medical service to formulate medical rescue plan for anti-terrorist attack and to implement medical support.
