日本遗弃在华化学武器处置作业现场医学保障工作介绍

【摘要】:正第二次世界大战结束前,侵华日军在中国领土上遗弃了大量的化学武器(简称日遗化武),这些化学武器 对我国人民的生命财产造成了极为严重的危害,至今已发生多起日遗化武伤人事件,直接受到伤害的人数达 2 000人之多,仅齐齐哈尔“8·4”中毒事件就造成43人受伤、1人死亡的惨痛悲剧;同时,日遗化武也对当地 的生态环境造成了严重破坏。为保证中国人民的生命财产安全,避免类似事件的重演,中日两国政府经过多 次交涉后,自1999年7月签署《中华人民共和国政府和日本国政府关于销毁中国境内日本遗弃化学武器的 备忘录》起,中日双方对日遗化武开始进行有计划地挖掘、回收和销毁工作。笔者通过数十次日遗化武现场处 置医学保障工作的经验,就日遗化武处置作业现场的医学保障工作简要介绍如下。
[Abstract]:Just before the end of the second World War, the Japanese invaders abandoned a large number of chemical weapons (Japanese chemical weapons) on Chinese territory, which caused extremely serious harm to the lives and property of our people. Up to now, there have been many cases of chemical weapons maiming in Japan, and the number of people who were directly injured amounted to as many as 2,000. The "8 4" poisoning incident in Qiqihar alone caused 43 injuries and a tragic death; At the same time, the Japanese chemical weapons also caused serious damage to the local ecological environment. In order to ensure the safety of the lives and property of the Chinese people and avoid the recurrence of similar incidents, after many representations, the Chinese and Japanese governments, Since the signing of the Memorandum of understanding between the Government of the people's Republic of China and the Government of Japan on the destruction of Japanese abandoned Chemical weapons in China in July 1999, China and Japan have begun to excavate, recover and destroy chemical weapons from Japan in a planned manner. Based on the experience of medical support in the field of chemical weapons disposal, the author briefly introduces the medical support work in the field of chemical weapons disposal.
