陆军旅团卫生队(初级职称)军医岗位胜任力要素及其重要性研究

【摘要】:在新的历史时期,随着世界新军事变革的发展,我军基层卫勤保障能力建设面临着新的挑战和机遇,对军队卫勤保障工作的各个方面都提出了更高的要求。作为卫勤保障工作的重要力量,基层军医的胜任力必然对卫勤保障质量产生决定性的影响。本次研究是以军委对部队基层卫生工作提出的“六种能力”目标要求为牵引,借鉴胜任力理论,在文献回顾和专家咨询讨论的基础上,先期通过对陆军旅团卫生队(初级职称)军医岗位胜任力的现状进行调查,及时发现存在的问题,以问题研究为突破口,作为对陆军旅团卫生队(初级职称)军医岗位胜任力构成要素筛选的参考依据。为确保遴选要素的科学合理性以及确切有效的针对性,进行了两轮专家咨询,整理筛选完善后,最终形成陆军旅团卫生队(初级职称)军医岗位胜任力要素体系整体框架。此外我们也进行了一定程度的实证研究,以论证要素体系构成是否科学完善。我们将该要素体系的内容转化分解为具体可操作的调查问卷,对西北某战区所辖的2个集团军其下属的旅团卫生队(旅卫生队8个,团卫生队6个),以及新疆某军区所属的旅团卫生队(旅卫生队2个,团卫生队8个)进行了调查,验证了体系内各构成要素的有效性和可信性。实证研究阶段共发放问卷400份,回收370份,回收率92.6%,其中有效问卷330份,回收有效率89.2%。有效问卷调查的330人中,旅卫生队初级职称军医86人,团卫生队初级职称军医141人,院(队)管理人员27人,服务对象76人。利用逐步回归的方法,分析被调查旅团卫生队初级职称军医从年龄构成、来源构成、学历构成以及不同立场人员对各要素的判定程度,分析理想和现实对比情况等多个方面,并对陆军旅团卫生队(初级职称)军医岗位胜任力要素和影响因素进行了综合分析。研究认为,陆军旅团卫生队(初级职称)军医岗位胜任力在军委要求的“六种能力”方面仍存在一定的差距,尤其对现代医学、心理服务能力以及伴随保障三个能力方面问题较为突出,期望通过本文的研究对部队基层卫生决策机构提供必要的参考,为新时期陆军旅团卫生队(初级职称)军医岗位胜任力的进一步研究提供有益的借鉴和探索。
[Abstract]:In the new historical period, with the development of the new military reform in the world, the construction of the basic level medical support capacity of our army is facing new challenges and opportunities, which puts forward higher requirements for all aspects of the military medical support work. As an important force in the work of medical support, the competence of military doctors at the grass-roots level must have a decisive impact on the quality of medical support. This study is based on the requirement of "six abilities" put forward by the Central military Commission for the basic health work of the army, drawing on the theory of competency, on the basis of literature review and expert consultation and discussion. Through the investigation of the current situation of the competency of the army brigade and regiment health team (junior title) in the military medical post in advance, we can find the existing problems in time, and take the problem research as the breakthrough point. As a reference for the selection of competency elements of army brigade and regiment health team (junior title). In order to ensure the scientific rationality and effective pertinence of the selection elements, two rounds of expert consultation were carried out, and the overall framework of competency elements system of army brigade and regiment health team (primary title) was formed after sorting and screening. In addition, we have also carried out a certain degree of empirical research to demonstrate whether the composition of the elements system is scientific or not. We decomposed the contents of this element system into a concrete and operable questionnaire. We divided the two groups of troops under the jurisdiction of a war zone in the northwest of China (8 brigade health teams, 6 regiment health teams) into one of the two brigade regiment health teams (8 brigade health teams and 6 regiment health teams) under the jurisdiction of a war zone in northwest China. An investigation was carried out by the brigade and regiment health teams (2 brigade health teams and 8 regiment health teams) belonging to a military region of Xinjiang, which verified the validity and credibility of each component element in the system. In the stage of empirical research, 400 questionnaires were sent out, 370 were recovered, and the recovery rate was 92.60.Among them, 330 were valid questionnaires, and the recovery efficiency was 89.2. Among the 330 effective questionnaires, 86 were military doctors with junior titles in brigade health teams, 141 military doctors with junior titles in regiment health teams, 27 hospital (team) managers and 76 serving subjects. By using the method of stepwise regression, this paper analyzes the age composition, origin composition, educational background structure and the degree of judging the factors of the personnel in different positions, and analyzes the ideal and reality contrast situation in the junior title military doctor of the brigade and regiment health team investigated. The competency factors and influencing factors of army brigade and regiment health team (junior title) were analyzed. The study believes that there is still a certain gap in the competence of the military medical post of the Army Brigade and Regiment Health team (junior title) in the "six abilities" required by the Central military Commission, especially for modern medicine. The problems of psychological service ability and accompanying support ability are more prominent. It is expected that the research in this paper will provide the necessary reference for the basic health decision-making organization of the army. It provides useful reference and exploration for the further study of the competency of army brigade and regiment health team (junior title) in the new period.
