某区域部队卫生资源配置公平性测算

【摘要】:目的:通过测量部队卫生资源配置的公平系数,分析某区域部队卫生资源配置的公平性。方法:采用洛伦兹曲线(Lorenzcurve)和基尼系数(Gini coefficient)方法测量部队卫生机构、人力、床位资源按保障人数配置的公平性。结果:该区域部队卫生机构奇源配置公平系数为0.0808,卫生人力资源公平系数为0.1177,防疫人力资源配置接近0.35,接近不公平;卫生床位资源公平系数为0.0903;而某建制以下各类部队卫生资源公平系数存在大于0.35现象,配置不公平现象大于区域水平。结论:区域水平上,部队卫生资源配置比较公平,在某建制单位以下部队卫生机构、人力、床位资源配置存在不同程度的不公平。
[Abstract]:Objective: to analyze the fairness of health resources allocation in a regional army by measuring the equity coefficient of health resources allocation. Methods: Lorentz curve (Lorenzcurve) and Gini coefficient (Gini coefficient) were used to measure the fairness of allocation of human and bed resources in military health institutions according to the guaranteed population. Results: the equity coefficient of odd source allocation was 0.0808, the equity coefficient of health human resource was 0.1177, the allocation of epidemic prevention human resource was close to 0.35, and the equity coefficient of health bed resource was 0.0903. However, the health resource equity coefficient is greater than 0.35, and the allocation inequality is greater than the regional level. Conclusion: at the regional level, the allocation of troops' health resources is fairly fair, and the allocation of health resources of troops, manpower and beds under a certain formed unit is unfair to some extent.
