军队疗养院实施综合目标责任制管理的思考与实践

【摘要】：正综合目标责任制管理是一种比较全面、比较科学、操作性较强的责任制管理办法,在军队医院已开展多年,并取得了明显成效。但军队疗养院相对滞后,开展的单位还不多,我院自1998年始,本着向管理要效益、以质量求生存的目的,在总结和完善以往管理办法的基础上,全面实施了综合目标责任制管理办法,依靠加强科学管理,挖掘自身潜力,增收节支,提高质量,保障“中心”,取得了良好的效果。 1 基本做法 1.1 领导重视,组织健全,思想先行。院党委对综合目标责任制管理工作非常重视,专门成立了院综合目标责任制管理领导小组,由业务副院长任组长,多次开会研究,制定实施方案,并利用全院大会、院早会等多种形式,进行了广泛深入的思想
[Abstract]:Positive comprehensive target responsibility system management is a more comprehensive, scientific and operational responsibility system management method, which has been carried out in military hospitals for many years, and has achieved remarkable results. However, the military sanatorium is relatively lagging behind and not many units have been carried out. since 1998, our hospital has comprehensively implemented the comprehensive target responsibility system management method on the basis of summing up and perfecting the previous management methods, relying on strengthening scientific management, tapping its own potential, increasing revenue and saving expenditure, improving quality and ensuring "center", which has achieved good results. Basic practice 1.1 leaders attach importance to, organize well, and think first. The party committee of the hospital attached great importance to the management of the comprehensive target responsibility system. It specially set up a leading group for the management of the comprehensive target responsibility system of the hospital, headed by the vice president of the business, met many times to study, worked out the implementation plan, and made use of the general meeting of the whole hospital, the hospital morning meeting and other forms to carry out extensive and in-depth thinking.
