关于预防为主卫生工作方针确立和实施的历史回顾

【摘要】：自 1932年在中国工农红军中实施预防为主的卫生工作方针以来 ,历史经验证明 ,预防为主是以减少疾病保护人民健康为目的 ,它是指导整个卫生工作的方针 ,而要达到预防为主的要求 ,必须在党和政府的统一领导下 ,广泛发动群众自觉起来向疾病做斗争 ,综合运用社会各方面的力量 ,突出重点 ,常抓不懈 ;不断加强卫生机构、人才培养、科学研究等各项专业技术工作的建设 ,以科学技术手段做好防病工作。
[Abstract]:Since the implementation of the health policy of prevention in the Red Army of workers and peasants in China in 1932, historical experience has proved that prevention is aimed at reducing diseases and protecting the health of the people, and it is the policy to guide the whole health work. In order to meet the requirements of giving priority to prevention, it is necessary to extensively mobilize the masses to consciously fight against disease and make comprehensive use of all aspects of society under the unified leadership of the Party and the government. Highlight the key points, often unremitting efforts; We will continue to strengthen the construction of health institutions, personnel training, scientific research and other professional and technical work, and do a good job in disease prevention by scientific and technological means.
