【摘要】：公安情报信息是需要我们引起足够重视的战略资源,是公安机关做出重要决策的依据,是公安机关时时刻刻走在犯罪分子前面的必胜武器。公安机关只有尽最大效能地利用信息资源,将情报信息放在警务工作的首位,才能保证社会的繁荣稳定。为进一步整合信息资源,牢牢掌握斗争主动权,有效驾驭复杂多变的治安局势,必须建立一套适应公安机关自身特点、协调统一和高效运行的公安情报系统。我国公安情报工作发展了较长的时间,发挥了十分关键的作用。但是由于以前我国公安工作的发展受到了一定的制约,公安情报体系的建设,还有很大的进步空间。为进一步将信息整合归结,占据先机和主动,切实维护复杂治安局势的稳定,建立一套适应具有公安机关鲜明特色、切合实际和高效运行的公安情报体系可谓是刻不容缓。近十年来,各大小城市、各警种结合实战要求,逐步完善情报体系建设,收集、传递、分析、研究判断和利用情报的能力和水平有了长足进步,及时向有关部门报送了大量高质量情报。随着我国所有制经济的深一步发展,整个社会越来越复杂而多变,公安工作也愈发依赖情报信息,情报信息在某种程度上,关乎公安工作的进一步发展,成为促进公安工作持续发展的助力器。但是,因公安机关内部警种、部门繁多,存在着情报信息共享困难、粗放经营、难以高水平运转等突出问题,不但因为不必要的重复工作浪费大量经费,而且导致了公安情报信息传递的低效,严重影响了了公安工作的效能。公安机关情报体系的建设可谓刻不容缓。随着我国逐步进入信息化社会,情报信息在社会生活中的重要性日益彰显,掌握情报信息的多少,往往决定了谁能拥有主动权。只有最大限度地掌握情报信息资源,才能从容应对种种挑战,才能高质量地完成各项任务。可以说,情报信息是公安机关决策之本,情报信息工作是公安机关赖以生存的关键,实施情报信息主导警务使公安工作的警力有了新的增长,公安工作的创新由此切入。加快公安情报体系建设,尤其是在如此的新形势下,在警务活动中,将情报信息放于主导地位,是提高公安机关“四个能力”和“两个水平”的关键,具有重要的理论意义和现实意义。情报体系的建设在我国公安机关已经初具规模,并且取得了巨大的成就。论文通过对我国公安机关情报体系建设的研究,提出在情报信息工作模式方面,明确内容,统一规范,开发统一的信息平台,建立全国统一规范的情报信息工作模式;在专业机构的建设方面,按情报信息的相关规范,整合情报信息专业机构,建设情报信息研判部门,加强情报信息对相关分析工作的应用;在运行机制方面,规范完善情报文件收采报送,研判分析,预警提示,应用回馈,奖惩评估等机制,发掘及时全面、深度高、内幕性强、质量有保障的情报信息,提高我国公安机关的实战能力和预警能力。

To speed up the public security information system starts from construction, especially In the new situation so that in police activities, will be placed in the dominant position of information, is the key to improve the public security organs "four abilities" and "two levels", has important theoretical significance and practical significance. The construction of information system in China's public security organs have been beginning to take shape, and great achievements. By the research of the construction of public security intelligence system in our country, put forward in the work of information model, define the content, standard, the development of a unified information platform, the establishment of information work mode of a unified national standard; in the building of professional institutions, according to the relevant regulations of information, integration mechanism the construction of professional information, the information study departments, strengthen the application of information analysis; in the operating mechanism, standardizing and improving the intelligence file recovery reporting, analyzing, warning. The application of feedback, reward and punishment assessment and other mechanisms can reveal intelligence information that is timely, comprehensive, deep, strong and reliable, and improve the actual combat capability and early warning ability of our public security organs.
