社会组织协同治理网络群体性事件研究

【摘要】：当前我国正处于经济转轨、社会转型时期,由利益失衡、价值变迁所引发的各种矛盾日趋尖锐,导致社会群体性事件频发。而随着信息技术的无限发展,互联网应用的随意与便利成为了群体性事件爆发的又一新载体,其负面效应凸显,给社会治理带来了挑战。网络群体性事件(以下可称为网群事件)聚焦了当下社会各类矛盾在新兴媒介中的二次映射,其结果不断影响着社会和谐稳定,理应引起全社会的普遍关注。本文将2009-2013年网群事件的典型案例进行了剖析,并借助相关理论作支撑,完成了以下五个部分的研究:第一部分,诠释了网群事件的含义、特征及成因;第二部分,系统界定了社会组织概念、依托的理论依据、参与社会治理的名分;第三部分,弥补政府治理缺憾,分析社会组织参与治理网群事件的必要性与可行性;第四部分,阐述了当下社会组织协同治理网群事件的困境及成因;第五部分,基于以政府为主体、社会组织为协同的治理框架,提出社会组织协同治理网群事件的优化建议,为社会组织协同治理建言献策。社会组织协同政府治理网群事件,是国家对于社会组织参与的迫切需要,是时代赋予社会组织的特殊使命,也是我国创新社会管理变革中的一次大胆尝试。
[Abstract]:At present, our country is in the period of economic transition and social transformation. Various contradictions caused by the imbalance of interests and the change of value are becoming more and more acute, which leads to frequent social group events, and with the infinite development of information technology. The random and convenient application of the Internet has become another new carrier for the outbreak of mass events, and its negative effects are highlighted. Network group events (hereinafter referred to as "network group events") focus on the current social contradictions in the emerging media of the secondary mapping, the results of which continue to affect social harmony and stability. Should cause the general concern of the whole society. This paper analyzes the typical case of the 2009-2013 network group event, and with the help of relevant theory as the support, completed the following five parts of the study: the first part. The meaning, characteristics and causes of network group events are explained. The second part, systematically defines the concept of social organization, relying on the theoretical basis to participate in social governance. The third part, make up for the shortcomings of government governance, analyze the necessity and feasibility of social organizations to participate in governance network events; In the 4th part, it expounds the predicament and causes of social organizations' cooperative governance network events; Part 5th, based on the government as the main body, social organizations as the collaborative governance framework, put forward the social organizations coordinated governance network events optimization recommendations. It is the urgent need of the country to participate in the social organization and the special mission given by the times to the social organization. It is also a bold attempt in the reform of innovative social management.
