多源动态交通信息技术在公安交通应急管理中的应用研究

【摘要】：当前,道路交通仍然是社会生活的主要出行方式和运输渠道,对国民经济的发展起到基础保障作用。伴随着我国交通基础建设的迅速发展,交通突发事件的发生率也在不断提高,其对公共安全造成的危害也越来越明显。目前,我国公安交通应急管理体系还存在着明显的不足,主要体现在组织架构、管理机制、资源协调等领域,突发事件的处置效率和处置能力远远不能满足社会需要,影响了政府职能的有效发挥。因此,尽快完善和发展公安交通应急管理体系具有重要的战略意义。公安交通应急管理体系涉及道路交通、公安交警、消防卫生、化工环保等多个部门,其人力、资源的调配还关联到多个地区甚至多个省份,涉及的信息来源非常复杂。本文以安徽省公安交通应急管理体系为例,从多源动态交通信息技术应用的角度,分析应急管理体系中存在的各类问题,提出改进和完善安徽省公安交通应急管理体系的初步设想。结合交通信息系统和应急管理体系的特点,将公安交通应急管理组织设计为网络化的分级式组织,提出了系统功能、管理流程的初步方案。并从组织决策、信息管理、任务执行等角度,分析了多源动态交通信息技术在公安交通应急管理体系中应用的可行性、原则和系统框架,给出了完善现有应急管理体系的具体措施和建议。此外,针对多源动态交通信息技术在公安交通应急体系的应用中,所涉及的响应机制、预案编制、资源保障及应急管理流程设计等问题进行重点研究,提出对政府职能部门应急处置能力提高具有实践指导性意义的建设性方案。
[Abstract]:At present, road traffic is still the main travel mode and transportation channel of social life, which plays a fundamental role in the development of the national economy, along with the rapid development of transport infrastructure in China. The incidence of traffic emergencies is also increasing, and its harm to public safety is becoming more and more obvious. At present, there are still obvious deficiencies in the public security traffic emergency management system, mainly reflected in the organizational structure. Management mechanism, resource coordination and other areas, emergency handling efficiency and handling capacity far from meeting the needs of society, affecting the effective play of government functions. It is of great strategic significance to improve and develop the traffic emergency management system as soon as possible. Public security traffic emergency management system involves road traffic, public security traffic police, fire protection, chemical environmental protection and other departments, its manpower, resources are also related to many regions or even many provinces. The information sources involved are very complex. This paper takes the traffic emergency management system of Anhui Province as an example, from the point of view of the application of multi-source dynamic traffic information technology, analyzes all kinds of problems in the emergency management system. This paper puts forward a tentative plan to improve and perfect the emergency management system of public security traffic in Anhui Province. Combined with the characteristics of traffic information system and emergency management system, the emergency management organization of public security traffic is designed as a hierarchical organization based on network. This paper puts forward the preliminary scheme of system function and management flow, and analyzes the feasibility of the application of multi-source dynamic traffic information technology in public security traffic emergency management system from the angles of organization decision, information management, task execution and so on. Principles and system framework, and the concrete measures and suggestions to improve the existing emergency management system are given. In addition, the multi-source dynamic traffic information technology in the application of public security traffic emergency system, involved in the response mechanism, preparation of plans, resource protection and emergency management process design and other issues are studied. This paper puts forward a constructive plan to improve the emergency response ability of government functional departments with practical and instructive significance.
