网络群体性事件的生成机制及对策研究

【摘要】：网络群体性事件行动之网的构成要素有网民、"三公"部门及其公职人员、网络服务商及其从业人员等人类行动者与网络空间、网络监管制度、网络议题、网民意识、网络社会思潮等非人类行动者,人类行动者与非人类行动者借助转译机制建构了认同联盟,推动网络群体性事件的形成与发展。网络群体性事件的生成机制通过转译过程分五个环节,即问题呈现、认同共享、征召、动员、异议。为此,从政府态度上,应把坚持公信力作为基本准则,从治理方法上应把情理法兼顾作为基本要求,从应对策略上则应以双层博弈作为实施路径。

The generation mechanism of network group events is divided into five steps through the translation process, that is, problem presentation, identity sharing, recruitment, mobilization and dissent. We should take the credibility as the basic criterion, take the rational method as the basic requirement in the governance method, and take the two-layer game as the implementation path in the coping strategy.
