西部地区中小城市群体性事件处置研究

【摘要】：伴随着历史的进步和社会的发展,城市在创造着越来越多财富的同时,正在面临越来越多的风险和公共安全问题。正如德国社会学家贝克所言,现代社会正处于工业社会向风险社会转型之中,风险超出了人们的控制能力。贝克认为,我们生活在文明的火山上,风险威胁的潜在阶段已经接近尾声,不可见的危险正在变得可见。现代社会已进入高风险的社会。随着我国经济社会的不断发展及国际形势的要求,全面发展、协调发展已成为当前发展的主题。十七大提出我国经济社会的发展方向,进一步确定了加快西部地区发展的战略部署,凸显出西部地区发展的重要性与必要性。自2001年西部大开发战略实施以来,中央不断加大对西部地区的投入力度,西部地区的发展不断书写新的篇章,百姓生活不断登上新的台阶。但西部地区中小城市的经济实力基础比较薄弱,将城市发展单一地凝缩为城市规模的扩张,认为只要有了城市规模的扩大和城市设施现代化水平的提高,便能自发地拉动整个城市经济社会综合水平的跨越式发展,在城市化实践中,过分地关注城市基础设施“不过时”问题,热衷于建设现代化大都市和向城市建设的高标准看齐,城市建设与城市产业发展严重脱节,未能形成产业支撑城市的良性格局。伴随着城市规模的扩张,经济社会的不断发展,滋生出许多矛盾,由于各种原因,社会矛盾不断激化,演变出许多行为过激的群体性事件,严重影响了社会的发展进程。本文立足西部地区中小城市群体性事件情况,在吸收、借鉴国内外相关研究成果的基础上,综合运用公共管理相关理论知识,深入分析当前西部地区中小城市群体性事件的类型、特点及成因,认真反思各类群体性事件处置的经验教训,探讨各类群体性事件的应对处置策略。
[Abstract]:Along with the progress of history and the development of society, cities are facing more and more risks and public safety problems while creating more and more wealth. Modern society is in the process of transition from industrial society to risk society, and risk is beyond people's control. Baker believes that we live on a civilized volcano, and that the potential phase of the risk threat is coming to an end. Invisible dangers are becoming visible. Modern society has entered a high-risk society. With the continuous development of our country's economy and society and the requirements of the international situation, comprehensive development and coordinated development have become the current theme of development. The 17th National Congress put forward the direction of our country's economic and social development. The strategic plan for speeding up the development of the western region has been further determined, and the importance and necessity of the development of the western region have been highlighted. Since the implementation of the strategy for the large-scale development of the western region in 2001, the central government has continuously increased its investment in the western region. The development of the western region is constantly writing a new chapter, and the people's life is constantly rising to a new level. However, the economic strength base of the small and medium-sized cities in the western region is relatively weak, so the urban development is condensed into the expansion of the urban scale. It is considered that as long as the scale of the city is expanded and the level of modernization of the urban facilities is improved, the leapfrogging development of the whole city's economic and social comprehensive level can be drawn spontaneously, and in the practice of urbanization, Paying too much attention to the problem of "timeless" urban infrastructure, keen to build a modern metropolis and keeping pace with the high standards of urban construction, which is a serious disconnect between urban construction and urban industrial development, With the expansion of urban scale and the continuous development of economy and society, many contradictions have emerged. Because of various reasons, social contradictions have been intensified, and many group events have evolved. Has seriously affected the social development process. Based on the situation of mass events in small and medium-sized cities in the western region, this paper, on the basis of absorbing and drawing lessons from relevant research results at home and abroad, synthetically applies relevant theoretical knowledge of public management. This paper deeply analyzes the types, characteristics and causes of group incidents in small and medium-sized cities in the western region, seriously reflects on the experience and lessons of dealing with all kinds of group incidents, and probes into the coping strategies of all kinds of group incidents.
