【摘要】: 近年来,贵州“瓮安事件”、湖北“邓玉娇事件”、浙江“杭州飙车事件”等警察公共关系危机事件引起各界关注和质疑,使得警察形象受损,工作难以开展。警察形象危机事件的频发,推动公安机关转变执法理念、强化服务职能,也凸显了警察与媒体关系建设的必要性、重要性和紧迫性。2005年8月第三届警察公共关系国际论坛通过警方、媒体、公众三方对话,达成共识:“坚持诚实、平等、合作的原则,相互理解和支持,才能达到警察、媒体和社会公众共赢的局面。”1 “舆论导向正确,是党和人民之福;舆论导向错误,是党和人民之祸。”2警察与媒体关系建设正视了舆论引导的重要意义,通过建立科学的新闻警务战略和系统的管理体制机制,完善规章制度,优化警察与媒体关系,并在危机事件及时应对、有效处理。警察与媒体关系建设既是公安机关忠于职守的需要,也是持续优化执法理念和服务品质的需要,更是切实维护政府声誉和良好形象的需要。 本文运用警察与媒体关系理论、行政管理理论和危机管理理论,在分析我国警察与媒体关系的现状及缘由、借鉴国外经验的基础上,着重探讨我国警察与媒体关系建立良性互动关系的策略与措施。我国警察与媒体关系建设要秉承公利至上、预防为主,整体统一,协同作战的思想;要深化执法为民、新闻警务、服务至上、全员参与的理念;坚持以正确的舆论引导人,互助合作的原则。并依据现状的不足,深入分析,进而得出四个警察与媒体关系建设的策略和措施,它们之间应统一规划,上下联动,连环发力。健全法律制度,规范报道行为;完善新闻发言人制度等一系列制度,以抢占舆论的先机;面对危机采取措施,风雨同舟;分类培训,提高全警应对媒体的技巧技能,多层面、立体化塑造警察的光辉形象。 本文总共分为五个部分。第一部分主要介绍警察与媒体关系的特点、研究警察与媒体关系的理论视角以及警察与媒体关系建设的必要性和应然性。对警察与媒体关系的概述,为后文警察与媒体关系的实质分析、双方和谐关系的构建提供理论支持和找出终极目标。 第二部分主要分析我国警察与媒体关系的现状,主要包括警察与媒体关系建设的已取得一系列的成绩,即健全的新闻发言人制度、危机处置中媒体介入、日常警务的新闻报道和舆论引导探索等方面的长足进步,也包括目前存在的种种不足和制约两者关系良性发展的因素。这为正确认识警察与媒体关系打下基础,更为构建和谐的警察与媒体关系找到“突破口”。 第三部分通过上文的分析,从政治维度、法律维度、工作维度、利益维度等四个视角,深究警察与媒体关系的实质,找到双方的切合点或利益的平衡点,试图更加理性地审视和思考警察与媒体关系。 第四部分主要借鉴英国、美国、法国警察与媒体关系建设的经验,更新我国目前警察与媒体关系建设的理念,优化警察与媒体的互动模式,更好地促进公安宣传工作的发展。 第五部分针对我国当下警察与媒体关系的状况和两者关系建设的困境,并借鉴国外新闻警务理念和实践,从规范媒体行为、警方舆论引导、应对公共危机和警方形象传播等四个方面提出我国目前警察与媒体关系建设的路径和策略。
[Abstract]:In recent years , the incidents of public relations between police and public relations , such as " Wengan Incident " , " Deng Yujiao Event " in Hubei Province and " Hangzhou racing event " in Zhejiang , have caused the police image to be damaged and the work is difficult to carry out . The police , media and public tripartite dialogue and mutual understanding and support can only reach a win - win situation of the police , the media and the public , through the police , the media and the public tripartite dialogue .
The construction of the relations between the police and the media is not only the requirement of the public security organ to be faithful to the duty , but also the need to continuously optimize the law enforcement concept and the service quality , but also to safeguard the government ' s reputation and the good image .
Based on the theory of police and media relations , the theory of administrative management and the theory of crisis management , the author analyzes the current situation and causes of the relationship between the police and the media in our country .
This paper is divided into five parts . The first part mainly introduces the characteristics of the relationship between the police and the media , the theoretical perspective of the relationship between the police and the media , the necessity and the necessity of the relationship between the police and the media .
The second part mainly analyzes the current situation of the relations between the police and the media , including the achievements of the police and the media relations , namely , the sound news spokesperson system , the media involvement in the crisis management , the news reports of daily policing and the guiding exploration of public opinion , and the factors that restrict the positive development of the two relations .
In the third part , through the above analysis , from the four perspectives of political dimension , legal dimension , working dimension and benefit dimension , the essence of the relationship between the police and the media is studied , and the equilibrium points of the points or interests of the two parties are found .
The fourth part uses the experience of the relationship between the British , the United States , the French police and the media , and updates the concept of the relationship between the police and the media in our country , optimizes the interactive mode between the police and the media , and promotes the development of public security propaganda work better .
The fifth part aims at the situation of the relationship between the police and the media in our country and the predicament of the relationship between the two countries , and puts forward the path and strategy of the current police and media relations in our country from four aspects , such as standardizing the media behavior , guiding the police public opinion , dealing with the public crisis and the police image transmission .
