苏州创意警务建设成效与应用推广研究

【摘要】：苏州创意警务是适应信息化时代需要推进警务工作创新的重大举措,得到了中央的高度肯定,取得了丰硕的理论研究成果和实践经验。从当前的发展来看,苏州创意警务建设存在一定的浮动性,苏州市民在与苏州警务人员展开密切交流时,往往会由于双方的意见不统一而存在事务处理不当的情况。此时,不仅苏州市的相关居民可能由于个人问题处理不当而存在一定的限制,苏州创意警务的实际发展也会受到制约。换言之,部分警务内容的具体处理还有待进一步加强。本文共分为5个章节。第一章是绪论,阐述了研究背景及意义、研究综述、研究内容、研究方法、创新之处以及研究困难;第二章是创意警务在苏州的发展历程、现状及前景,点明了创意警务的概念、创意警务的发展特点、创意警务在苏州的发展历程、创意警务在苏州的开展现状、创意警务的应用前景、创意警务应用可能存在的限制因素;第三章是制约创意警务进一步发挥作用的因素分析,指出创意警务自身发展中存在的问题、制约创意警务在四项建设发挥作用的主观因素和客观因素;第四章是化解不利因素的应对策略,专门考虑计划方面的应对、制度方面的应对和资源方面的应对;第五章则是创意警务在社会管理和队伍建设中的推广路径,其中,线下推广路径包括强化政府部门核心管制、提升警务人员实地培训、组织创意警务亲民活动,线上推广路径包括搭建助推日常交流的线上平台、形成创意警务在线交流模式和开发创意警务个性APP等。五个章节承前启后、相辅相成。
[Abstract]:Creative policing in Suzhou is an important measure to promote the innovation of police work in the information age, which has been highly affirmed by the central government, and has obtained abundant theoretical research results and practical experience.From the current development, there is a certain floating nature in the construction of creative policing in Suzhou. When Suzhou citizens communicate closely with Suzhou police officers, they often deal with affairs improperly due to the disunity of opinions between the two sides.At this time, not only Suzhou residents may have some limitations due to improper handling of personal problems, but also the actual development of Suzhou creative policing will be restricted.In other words, the specific handling of part of the police content needs to be further strengthened.This paper is divided into five chapters.The first chapter is the introduction, which describes the research background and significance, research review, research content, research methods, innovations and research difficulties; the second chapter is the development of creative policing in Suzhou, the current situation and prospects,Points out the concept of creative policing, the development characteristics of creative policing, the development process of creative policing in Suzhou, the current situation of creative policing in Suzhou, the application prospects of creative policing, and the possible limitations of creative policing.The third chapter is the factor analysis of restricting creative policing to play a further role, pointing out the problems existing in the development of creative policing, the subjective and objective factors that restrict the creative policing to play its role in the four construction;The fourth chapter is the coping strategy of solving the unfavorable factors, specially considers the plan aspect, the system aspect response and the resources aspect response; the fifth chapter is the creative policing in the social management and the troop construction promotion path, among them, the fifth chapter is the creative police service in the social management and the troop construction promotion path,Off-line promotion routes include strengthening the core control of government departments, enhancing field training of police officers, organizing creative policing activities, and building online platforms to facilitate daily communication.Form creative policing online communication model and develop creative policing personality APP.The five chapters link the past to the future and complement each other.
