吉林省爱民固边战略实施现状与对策

【摘要】： 公安边防部队是一支代表国家对边境、口岸实施执法管理的现役部队,担负着维护国家边境地区安全稳定,打击边境地区违法犯罪活动的重要任务。既是部队又是警察的双重属性和直接执法、涉外的特殊工作,使一些同志一度自觉不自觉地滋生了特权思想,与人民群众产生了隔膜。一些地方警政警民关系紧张,群众对边防工作不理解、不支持, 各类矛盾问题突出,案件事故频发。边境地区的民族问题,历来是党和国家重要的工作,具有很强的政治性、发展性、复杂性、历史性、特殊性。公安边防部队如何在边疆多民族地区通过爱民固边战略的实践,履行好党和人民赋予的三大政治和社会责任,事关边境民族地区的社会政治稳定和经济发展。创建爱民固边模范村、关爱困难儿童,是构建和谐警民关系,维护国家安全和边境稳定的重要举措。通过深入开展创建活动,许多边防辖区村寨实现了零发案、零纠纷,目前已创建1665个爱民固边模范村,边防辖区4922名困难儿童已全部纳入政府或社会救助体系。可以说,爱民固边是具有积极的现实意义和研究价值的。笔者作为吉林边防总队的一份子,深切体会到爱民固边战略实施过程中,部队作风、形象都产生了变化,对边境管理和边防检查工作也起到了积极的推动作用,但随着国际国内形势的变化,敏感事物节点的增多,如何把握管理和服务的平衡,在不影响主业工作的情况下更好的为人民群众服务,在坚持地方党委政府和公安机关的领导,却不站在百姓的对立面上,将是论文研究的主要内容。
[Abstract]:Border security is a border port on behalf of the state, law enforcement management active forces, safeguarding national security and stability in border areas, an important task of combating illegal and criminal activities in the border areas. All kinds of contradictions and problems, the case of frequent accidents. The ethnic problems in the border area, has always been the party and state, is political, strong expansibility, complexity, historic, special. Frontier forces how to practice loving solid edge strategies in the border and minority area, carry out the party and the people with the three major political and social responsibility, is related to the border areas of national social and political stability and economic development. To create a loving solid edge model village, caring for needy children, is to build a harmonious community relations, an important measure to safeguard national security and border stability. To carry out activities to create a border area, many villages to achieve zero incidence of zero. The dispute, currently has created 1665 Edmonton solid edge model village, border area of 4922 children have been included in the government or social assistance system.
It can be said that the Edmonton solid edge has positive practical significance and research value. The author as a member of the Jilin Frontier Corps, deeply appreciate the Edmonton solid edge strategy implementation process, the style of the troops, the image was changed, the border management and frontier inspection work has played a positive role, but with the changes in the international and domestic situation, more sensitive things node, how to manage and service the better balance, without affecting the main work in the case of service for the people, adhere to the local government and public security organs of the leadership, but not the people standing on the opposite side, will be the main content of the paper.
