网络群体性事件及政府应对策略研究

【摘要】：近年来，随着互联网的迅猛发展，网民人数的飞速增长，网络已经融入了我们生活的各个角落，并且成为公民表达诉求和参政议政的重要渠道。同时，进入社会转型期的我国也是矛盾多发期，社会阶层、社会群体、社会组织以及资源配置、地区发展等各方面都发生了不同的转变，不同群体的利益要求在不能得到满足的情况下被突显出来，民众对一些社会不公平现象积聚了愤懑情绪，各种矛盾突破过去有限的表达渠道，在网络上反映出来，导致网络群体性事件频发，规模日益扩大，形式趋于激烈，己经发展成为影响社会稳定的一个重要因素。如何正确认识和应对网络群体性事件，已经成为摆在政府面前不容忽视的一道课题。本文结合大量案例数据对网络群体性事件的基本理论、类型、效应及应对等分五个部分进行分析研究：第一部分是绪论，介绍研究的背景、意义、方法、已有的研究成果及文章的创新点。第二部分是基本概念的界定和相关理论的阐述，主要对群体性事件和网络群体性事件的概念进行了界定，从诱导因素、参与主体、发生场域、事件规模四个方面对群体性事件和网络群体性事件的区别进行研究，分析网络群体性事件所具有的与一般群体性事件共有特点之外的独有特点。相关理论阐述部分主要介绍社会冲突理论和危机管理理论，奠定研究基础。第三部分是对网络群体性事件进行分类并研究其产生的效应，通过对近几年的热点网络群体性事件进行收集和整理，依照事件背后的目的指向进行分类，并分析网络群体性事件所造成的不同效应。第四部分是对政府应对网络群体性事件的现状及所存在问题进行分析，通过对有代表性的案例进行分析，归纳出当前政府应对网络群体性事件所采取的策略，得出政府应对不力的原因。第五部分是提出政府应对网络群体性事件的具体策略，，包括监测预警、分析研判、具体应对以及后续治理四个方面。
[Abstract]:In recent years, with the rapid development of the Internet and the rapid growth of the number of Internet users, the Internet has been integrated into every corner of our lives, and has become an important channel for citizens to express their demands and participate in political affairs.At the same time, as China enters the period of social transformation, it is also a period of frequent contradictions. Different changes have taken place in social strata, social groups, social organizations and the allocation of resources, regional development, and so on.The interests of different groups were highlighted when they could not be satisfied. The public accumulated resentment at some social inequities, and various contradictions broke through the limited channels of expression in the past and were reflected on the Internet.As a result of the frequent occurrence of network group events, the increasing scale and intense forms, it has become an important factor affecting social stability.How to correctly understand and deal with network group events has become a problem that can not be ignored in front of the government.This paper analyzes and studies the basic theory, types, effects and countermeasures of network group events in combination with a large number of case data.The first part is the introduction, which introduces the background, significance, methods, existing research results and innovation of the article.The second part is the definition of basic concepts and related theories, mainly defines the concept of group events and network group events, from the inductive factors, participants, field,This paper studies the differences between group events and network group events from four aspects of event scale, and analyzes the unique characteristics of network group events in addition to the common characteristics of common group events.The related theories mainly introduce the theory of social conflict and the theory of crisis management, and lay a foundation for research.The third part is to classify the network group events and study their effects, through collecting and sorting the hot network group events in recent years, according to the purpose of the events behind the classification.And analyze the different effects caused by network group events.The fourth part is to analyze the current situation and existing problems of government response to network group events, through the analysis of representative cases, summed up the current government response to network group events strategy.The reasons for the government's failure to deal with the problem are given.The fifth part is to put forward the specific strategies of the government to deal with the network group incidents, including monitoring and warning, analysis and judgment, specific response and follow-up governance four aspects.
