居住证制度全面实施的问题探讨——基于武汉市1095个流动人口样本的调研分析

【摘要】：当前居住证制度在全国范围内的实施,面临着流动人口办证积极性不高,持证者享受的福利不符合预期以及积分落户意愿不强等问题。本文通过回溯居住证制度全面实施的进程和存在的问题,并以武汉市为例,在问卷调查和实地调研基础上,对居住证制度实施提供建议参考。
[Abstract]:At present, the implementation of the residence permit system in the whole country is faced with the problems such as the low enthusiasm of the floating population in handling the certificate, the disaccord with the expectation of the welfare enjoyed by the holder of the permit, and the lack of strong willingness to settle down with the points.Through retrospect the process and existing problems of the implementation of residence permit system, and taking Wuhan as an example, on the basis of questionnaire survey and field investigation, this paper provides some suggestions for the implementation of residence permit system.
