《网络暴恐信息筛查标准》创制的必要性及初步设想——以暴恐有害信息举报状况为出发点

【摘要】：制定相对统一的网络暴恐信息筛查标准有助于完善暴恐信息举报机制,织密群防群控网络;提高暴恐信息筛查效率,节约行政执法资源;预防涉暴涉恐实行犯罪,减少犯罪违法黑数;明确反恐刑法相关定义,增强网络反恐效能;贯彻依法治网基本原则,维护网民信息权利;总结网络反恐中国经验,争取国际反恐话语。互联网违法和不良信息举报中心可以采用该《标准》,各大网站可以参考并制定自身的筛查标准。
[Abstract]:The establishment of a relatively uniform standard for screening information of violence and fear on the Internet will help to improve the reporting mechanism of information on violence and terrorism, to weave the network of prevention and control by secret groups, to improve the efficiency of screening information of violence and fear, to save resources for administrative law enforcement, and to prevent the occurrence of crimes involving violence and terrorism.To reduce the number of crimes against the law; to clear the definition of anti-terrorism criminal law, enhance the effectiveness of network counter-terrorism; to implement the basic principles of administering the network according to law, to safeguard the information rights of Internet users; to sum up the experience of China in network anti-terrorism; to strive for the international anti-terrorist discourse.Internet illegal and bad information reporting center can use this standard, each website can refer to and develop their own screening standards.
