重新审视犯罪率:概念结构、表现形式及价值分析

【摘要】：犯罪率在实践中具有不同的概念结构与表现形式,但社会科学界将犯罪率作为一种不言自明的统一概念随意使用,而忽视了因犯罪率的概念结构不同所导致的表现形式和价值差异。人犯率、发案率及被害率作为实践中通常采用的犯罪率的三种表现形式,各有其优点和不足。犯罪率在不同时代应有不同内涵和不同的表现形式。采用被害率的形式,能够克服人犯率、发案率在数据体系化与信息量方面的不足,准确反映社会治安状况,体现以人为本的价值观。深入分析犯罪率的概念结构和表现形式,不仅有助于社会科学界深化对犯罪率的结构和功能的理解,而且有利于通过机制变化助推国家治理能力和治理体系的现代化。
[Abstract]:The crime rate has different conceptual structures and manifestations in practice, but the social science circles use crime rate as a self-evident and unified concept at will.It ignores the differences in forms and values caused by the conceptual structure of crime rate.As three forms of crime rate, crime rate, crime rate and victimization rate, each of them has its own advantages and disadvantages.Crime rate in different times should have different connotations and different forms of expression.Adopting the form of victimization rate can overcome the deficiency of crime rate and crime rate in the aspect of data systematization and information quantity, accurately reflect the social security situation and embody the value of people-oriented.The deep analysis of the conceptual structure and manifestation of crime rate is not only helpful to deepen the understanding of the structure and function of crime rate in the social science circles, but also to promote the modernization of national governance ability and governance system through the change of mechanism.
