泰安市农村社区警务建设与问题研究

【摘要】： 社区警务兴起于20世纪六七十年代的欧美等发达国家,20世纪八十年代末被翻译传入我国。社区警务是当今世界各国警务改革的潮流和方向,其改变了传统的警务模式,提倡以有效地预防和减少犯罪作为警务工作的终极目标,强调警方与社区的互动,共同治理社区各类治安问题,实现社区治安的良性循环。2002年,公安部提出全面实施社区警务战略,全国各级公安机关探索和尝试推行社区警务的有效模式,呈现出百花齐放的格局,取得了阶段性的成绩。社区警务在我国推广推行,但其发展却因地域、经济等外在因素和警力等内在原因制约而不平衡。当前我国社区警务的研究中,不是仅仅关注理论而忽视实践的操作,就是追求局部细节而忽视规范化的管理体制的构建。即使涉及社区警务的研究中,更多的研究者立足城市社区警务开展研究,农村社区警务研究较少,很多还只是停留在一种设想中,从全国社区警务的开展中,农村社区警务的实践相对不够深入,各地区也因警力、资金、区域的制约因素,农村社区警务的推行还不顺利。因此,构建一套完整的、规范化的农村社区警务管理体制,对于推动我国社区警务建设和公安队伍规范化建设必将起到积极的意义。本文具体阐述了社区警务的内涵、核心理论,从理论与实践的结合上,对中国社区警务的发展历程及实现状况进行了较为全面的剖析。探讨了发展社区警务的对策,提出了新型农村社区警务模式的构建与设想。本研究从组织行为学、公共管理学、公共政策分析、公共经济学、人力资源管理等公共管理为指导,利用系统研究、定性与定量分析相结合、比较研究与调查研究相结合的方法。在调查农村社区警务存在的问题时,不只单方面去探究,而是从社区警务涉及的警方与社区(村)双方以及双方相互作用的过程中去发现问题。通过中西警务工作的指导思想、社会文化习惯等比较,得出了中国更适宜开展社区警务;通过中外警务管理体制的比较、警力的比较,分析了社区警务警力不足的原因;并通过社区警务基本模式比较,得出启示,提出对策。通过社区警务发展历程的历史分析,得出了开展社区警务的历史必然性,以及构建新的社区警务模式的可行性、有效性和必然性。通过对泰安市农村社区警务建设问题的分析,在找出原因的基础上,提出了泰安市农村社区警务建设的发展目标及“七个”机制、“六型”模式的发展思路。以及泰安市农村社区警务发展目标的推行中可能遇到的制约因素和应对制约因素的具体措施。
[Abstract]:Community policing emerged in developed countries such as Europe and the United States in the 1960s and 1970s and was translated into China in the late 1980s. Community policing is the trend and direction of police reform in the world today. It has changed the traditional policing mode, advocated effective crime prevention and reduction as the ultimate goal of police work, and emphasized the interaction between the police and the community. In 2002, the Ministry of Public Security proposed the comprehensive implementation of the community policing strategy, and the public security organs at all levels throughout the country explored and tried to implement the effective mode of community policing. Presents the pattern of blooming a hundred flowers, has obtained the stage achievement. Community policing is popularized and implemented in our country, but its development is unbalanced because of external factors such as region, economy and police force. At present, in the research of community policing in our country, we should not only pay attention to the theory but ignore the operation of practice, but also pursue the local details and ignore the construction of the standardized management system. Even in the research of community policing, more researchers based on urban community policing research, rural community policing research is less, many are just staying in a vision, from the national community policing development, The practice of rural community policing is not deep enough, and the implementation of rural community policing is not smooth because of the police force, funds and regional constraints. Therefore, the construction of a complete and standardized management system of rural community policing will play a positive role in promoting the construction of community policing and the standardization of public security forces in our country. This paper expounds the connotation and core theory of community policing, and analyzes the development course and realization of community policing in China from the combination of theory and practice. This paper probes into the countermeasures of developing community policing, and puts forward the construction and assumption of new rural community policing model. Under the guidance of organizational behavior, public management, public policy analysis, public economics, human resource management and so on, this study combines qualitative and quantitative analysis with systematic research. The method of combining comparative research with investigation. When investigating the problems existing in the rural community policing, we should not only explore the problems unilaterally, but also discover the problems from the interaction between the police and the community (village) and the two sides involved in the community policing. Through the comparison of the guiding ideology of Chinese and Western police work and social cultural habits, it is concluded that China is more suitable for carrying out community policing, and through the comparison of Chinese and foreign police management system and police force, the reasons for the shortage of community policing police force are analyzed. And through the community policing basic mode comparison, draws the enlightenment, proposes the countermeasure. Through the historical analysis of the development course of community policing, the historical inevitability of developing community policing and the feasibility, validity and inevitability of constructing a new mode of community policing are obtained. Based on the analysis of the problems in the construction of rural community policing in Taian city, this paper puts forward the development goal of the rural community policing construction in Taian city and the development thinking of "seven" mechanism and "six type" mode. As well as Taian rural community policing development goal in the implementation of the possible constraints and measures to deal with the constraints.
