【摘要】： 当前我国正处于现代化建设和改革开放的社会转型时期,社会和经济结构正在经历着巨大而深刻的变化,各种利益主体之间、新旧体制之间和新旧观念之间的种种矛盾冲突凸显出来。作为社会矛盾和冲突特殊表现的各种群体性事件数量不断攀升,规模也日益扩大,表现形式趋于激烈,成为影响社会稳定和发展的一个重要因素。如何正确认识群体性事件的成因;如何协调各阶层的利益,对利益冲突加以调适和消融,采取切实可行的办法来预防和减少群体性事件,是各级党政部门和人民群众所关心的问题,也是学界需要密切关注和深入思考的问题。深入研究我国群体性事件的成因、特点和对策,具有重要的现实意义和理论意义。本文首先介绍了我国群体性事件的背景、研究意义和研究思路、研究方法和本文的框架,之后从理论上对群体性事件的概念、特征、分类进行了研究,再此理论基础上,对我国群体性事件从实践角度进行了分析,主要包括我国群体性事件的成因,我国群体性事件的现状和发展趋势以及我国群体性事件的预防和处置中存在的问题,为后文提出处置和预防我国群体性事件做好了准备。在前文的基础上,本文对群体性事件的预防和处置提出了相应建议,在处置群体性事件上提出的建议包括如加强公安部门在群体性事件中的作用、建立和完善应对群体性事件的法律对策、完善政法机关处置群体性事件的执法策略、确立稳妥的群体性事件善后机制,在预防群体性事件上提出的建议包括,加强信息管理、建立公平的社会环境、加强社会力量的参与、畅通民意表达渠道。最后,本文以湖北省石首市群体性事件为例进行了案例分析,考察此事件的过程、成因、特点和反思其中的不足,以期对处理我国群体性事件起到实践指导意义。
[Abstract]:At present, our country is in the period of social transformation of modernization construction and reform and opening up. The social and economic structure is undergoing tremendous and profound changes. The contradictions between the old and the new systems and between the old and the new are highlighted. As a special manifestation of social contradictions and conflicts, the number and scale of various group events are constantly rising, and the expression forms tend to be fierce, which has become an important factor affecting social stability and development. How to correctly understand the causes of mass events, how to coordinate the interests of all strata, how to adjust and melt conflicts of interest, and how to take practical measures to prevent and reduce group incidents, Party and government departments at all levels and the masses are concerned about, but also the academic community needs to pay close attention to and think deeply. It is of great practical and theoretical significance to study the causes, characteristics and countermeasures of mass events in China. This paper first introduces the background, research significance, research ideas, research methods and the framework of group events in China, then theoretically studies the concept, characteristics and classification of group events, and then on the basis of this theory, This paper analyzes the causes of mass events in China from the point of view of practice, including the causes of group incidents in China, the present situation and development trend of group incidents in China, and the problems existing in the prevention and treatment of mass incidents in China. It is prepared to deal with and prevent group incidents in the following articles. On the basis of the above, this paper puts forward the corresponding suggestions on the prevention and treatment of group incidents, including, for example, strengthening the role of public security departments in group incidents. To establish and perfect the legal countermeasures to deal with group incidents, to perfect the law enforcement strategies of political and legal organs to deal with group incidents, to establish a sound mechanism for the rehabilitation of group incidents, and to put forward some suggestions on preventing group incidents, including strengthening the management of information, Establish a fair social environment, strengthen the participation of social forces, open channels for public opinion expression. Finally, this paper takes Shishou City, Hubei Province as an example to study the process, causes, characteristics and shortcomings of the event, in order to play a practical guiding role in dealing with the group incident in China.
