史密斯模型视角下广州市禁摩限电政策执行问题研究

【摘要】:广州市是我国核心城市之一,在我国大力倡导安全出行的背景下,广州市于2016年出台了“禁摩限电”的政策,但其执行效果却不尽人意。研究广州市“禁摩限电”政策的执行问题对于规范当地政府行为、保障广州市市民出行安全、提升民众安全出行意识具有重要意义,所以该文选取广州市“禁摩限电”政策执行问题作为研究对象,更深层次的分析广州市“禁摩限电”政策执行问题的现状和原因,以史密斯模型理论为基础,找到合理解决广州市“禁摩限电”政策执行问题的方法,确保相关政府机关心系民众,提升自身能力素质,推动政策执行过程有序进行。该文共分为五个部分。第一部分,绪论。主要介绍了选题的目的、意义、研究背景和研究方法,同时列出论文创新点,构建研究框架;第二部分,相关概念界定及理论阐释。解释了政策执行和广州市“禁摩限电”政策的概念,并概述了史密斯模型的内涵,包括理想化的政策、执行机构、目标群体和环境因素。第三部分,广州市“禁摩限电”政策执行问题的现状和存在的问题。对广州市“禁摩限电”政策执行问题的现状进行了分析,挖掘出广州市“禁摩限电”政策执行过程中未实现公共利益最大化、执行机构执行力度不足、执行过程没有得到民众的有效支持和未能充分考虑广州市交通出行现状的问题;第四部分,广州市“禁摩限电”政策执行问题成因分析。该部分从政策本身的公共价值导向有误、执行过程中政府智能的缺失、政策执行过程缺乏民众的有效支持和政策执行过程未能全面考虑到广州市交通出行现状四个方面来分析广州市“禁摩限电”政策执行现存问题的影响因素;最后一个部分,广州市“禁摩限电”政策执行问题的对策研究。该部分提出了重塑广州市“禁摩限电”政策的价值取向、加强相关部门执行力度、争取政策执行过程中的多方支持和整合广州市实际交通环境并优化政策执行过程等对策。该文采用时政研究法和文献研究法相结合的研究方法,对广州市“禁摩限电”政策执行问题进行了多角度的分析。同时在研究视角和方法上的创新为其提供更好的解决方案,也为日后各类公共政策的执行过程丰富了新的经验。
[Abstract]:Guangzhou is one of the core cities in China. Under the background of advocating safe travel in China, Guangzhou issued the policy of "banning friction and limiting electricity" in 2016, but its implementation effect is not satisfactory. It is of great significance to study the implementation of the policy of "forbidding and restricting electricity" in Guangzhou for standardizing the behavior of local government, ensuring the travel safety of the citizens of Guangzhou, and promoting the public's awareness of safe travel. Therefore, this paper selects the implementation of the "No friction and electricity restriction" policy in Guangzhou as the research object, and further analyzes the current situation and reasons of the implementation of the policy, based on Smith's model theory. To find a reasonable solution to the problem of the implementation of the policy of "forbidding and restricting electricity" in Guangzhou, to ensure that the relevant government organs are concerned with the people, to improve their own ability and quality, and to promote the implementation process of the policy in an orderly manner. This paper is divided into five parts. The first part, introduction. This paper mainly introduces the purpose, significance, research background and research methods of the topic, and lists the innovation points of the paper, and constructs the research framework; the second part, the definition of related concepts and theoretical interpretation. This paper explains the concept of policy implementation and the policy of "forbidding and restricting electricity" in Guangzhou, and summarizes the connotation of Smith's model, including idealized policy, executive organization, target group and environmental factors. The third part, the current situation and existing problems of the policy implementation. This paper analyzes the current situation of the implementation of the policy of "forbidding and restricting electricity" in Guangzhou, and finds out that in the process of implementing the policy, the public interest has not been maximized, and the enforcement agency has not carried out the policy. The implementation process has not been effectively supported by the public and has not fully considered the current situation of traffic travel in Guangzhou. The fourth part is the analysis of the causes of the implementation of the "No friction and electricity restriction" policy in Guangzhou. This part is wrong from the public value orientation of the policy itself, and the lack of government intelligence in the process of implementation. The policy implementation process lacks the effective support of the public and the policy implementation process fails to fully consider the four aspects of Guangzhou traffic travel status quo to analyze the factors affecting the existing problems in the implementation of the "No friction and electricity limitation" policy in Guangzhou; the last part, A study on the Countermeasures of the implementation of the Policy of "No friction and electricity restriction" in Guangzhou. This part puts forward some countermeasures, such as remolding the value orientation of Guangzhou "forbidding and limiting electricity" policy, strengthening the execution of relevant departments, striving for the support of various parties in the process of policy implementation, integrating the actual traffic environment of Guangzhou and optimizing the policy implementation process. Based on the research method of current politics research and literature research, this paper analyzes the implementation of the policy of "forbidding and restricting electricity" in Guangzhou from various angles. At the same time, the innovation in the research perspective and method provides better solutions, and enriches the new experience for the implementation process of various public policies in the future.
