加强虚拟社会公共安全管理研究

【摘要】： 在互联网高速发展的今天,作为与现实社会并存的人类生活存在新形式——虚拟社会,正在发挥着巨大的影响力和作用,成为现实社会在数字时代的延伸和扩展。但与此同时,一些不法人员也将目光盯上了这块“土地”,他们出于政治的、经济的目的,以互联网为对象、工具或是手段,做出了种种危害公共安全的行为。在本文中,笔者通过对虚拟社会与现实社会在管理方面的不同之处和我国虚拟社会公共安全管理的现状分析,指出了当前我国在法律法规制定、打击查处力度、管理人员意识和部门协作配合方面的不足。同时,通过对美国、法国、新加坡、韩国等互联网建设发达国家的管理情况和经验进行分析,并结合公共管理的相关理论研究,明确了我国在加强虚拟社会公共安全管理方面的发展方向。在上述分析研究的基础上,笔者对我国进一步加强虚拟社会公共安全管理的有效途径进行了探讨。笔者认为,要想确保虚拟社会的公共安全,我们必须从法律法规的完善、管理能力的提升、行业自律的加强、公民意识的提高等方面来有所动作。
[Abstract]:With the rapid development of the Internet, as a new form of human life, virtual society, which coexists with the real society, is playing a great influence and function, becoming the extension and expansion of the real society in the digital age. But at the same time, some lawbreakers are also looking at the land, doing all kinds of public safety endangering for political and economic purposes, taking the Internet as the object, tools or means. In this paper, the author analyzes the differences between virtual society and real society in management and the present situation of public security management in virtual society in China. Lack of management awareness and departmental collaboration. At the same time, through the analysis of the management situation and experience of the developed countries such as the United States, France, Singapore, South Korea, and so on, and combined with the relevant theoretical research of public administration, The development direction of public safety management in virtual society is clarified. On the basis of the above analysis, the author probes into the effective ways to strengthen the public safety management of virtual society in China. The author believes that in order to ensure the public safety of the virtual society, we must have some actions from the aspects of the perfection of laws and regulations, the improvement of management ability, the strengthening of self-discipline of the industry, the improvement of civic consciousness, and so on.
