广州边检民警满意度的调查与分析研究

【摘要】: 我国的出入境边防检查机关是国家设在对外开放口岸、依法对出境、入境的人员及其行李物品、交通运输工具及其载运的货物实施检查、监护和管理的行政执法机关,肩负着维护国家主权,安全和社会秩序的重大使命,担负着依法对人员、交通运输工具出入境边防检查、便利人员往来、展示文明国家窗口形象的重大职责。党的十六届六中全会作出的构建社会主义和谐社会的重大部署,给边检机关赋予了更大的责任,提出了更高的要求。新时期的边检机关和当代的广大边检民警既要做和谐社会的保障者,更要做和谐社会的建设者和促进者。公安部决定从2007年开始,在全国边检系统部署提高服务水平工作,并把提高服务水平作为新时期边检工作的中心,努力打造国内最优秀的行政执法队伍。在那时,边检机关提出了“以人为本”的管理理念。这种管理理念的改变,使边检机关从过去的只重视管控,发展为重视对民警的开发和激励,全面提高民警的服务技能和业务水平。定期调查民警满意度可以诊断边检机关人力资源管理的现状,了解民警的需求,提出有针对性的管理措施;也可以监控边检绩效的成效,预知民警的思想状态和流动意向,避免内部人员危机的产生。其次,边检机关要树立服务理念,提高服务质量,而“只有员工满意了,才有顾客满意”,才能从人力资源中获取更持久的动力。此外,员工满意度还是员工工作生活质量的一项重要心理指标。一个人的工作满意度水平高,对工作就可能持积极的态度;工作满意度水平低,对工作就可能持消极的态度,这对于边检建立“以人为本”的管理理念有深刻意义。民警满意度还是边检预防职务犯罪警示指标体系中的重要预警指标。随着经济的发展和人民生活水平的提高,民警受到的经济诱惑逐渐加强,利用职务便利收取利益私放他人过关的案件有上升态势。调查民警的满意度可以把握民警的思想状况和工作态度,有效避免职务犯罪对国家安全和社会稳定造成的不利影响。 本文首先通过问卷对边检民警满意度现状进行了调查,运用管理学上的相关统计分析方法对调查结果进行了深入分析,掌握了边检民警满意度的基本情况和存在的问题。在此基础上把影响满意度的因素概括为民警的内在薪酬和外在薪酬,提出了“薪酬组合—民警满意度”途径,揭示出要提高民警的满意度必须同时提高民警的内在薪酬和外在薪酬。改进工作的设计方式,完善边检民警的在职培训,开展边检民警的职业生涯管理,同时建设优良的边检文化,改善经济性薪酬体系,这样才能把边检民警的满意度引向较高的水平,进而促进边检服务水平的提高。 本文研究对广州边检总站属下的四个边检站的民警满意度进行了调查问卷,并在两个边检站进行了现场访谈,使本文的研究具有比较客观、详实的依据。本文在研究方法上,遵循理论与实际相结合、宏观分析与微观分析相结合的原则,采用定性与定量相结合、统计分析与案例分析相结合的方法。

The import and export frontier inspection of traffic and transportation tools, the convenience of personnel exchanges and the great responsibility of displaying the image of the civilized country window. The major deployment of the socialist harmonious society made by the party in the sixth Plenary Session of the 16th CPC Central Committee has given greater responsibility to the border inspection authorities and raised higher requirements. The Ministry of public security decided to improve the service level in the national border inspection system from 2007, and to improve the service level as the center of the frontier inspection work in the new period, and strive to build the best administrative law enforcement team in China. The organization put forward the "people-oriented" management concept. The change of this management concept makes the border inspection authorities pay attention to the development and incentive of the police from the past to the development and incentive of the police, and to improve the service skills and business level of the police. The needs of the police, put forward targeted management measures, can also monitor the effectiveness of border inspection performance, predict the ideological status of the police and flow intention, avoid the emergence of internal personnel crisis. Secondly, the border inspection authorities should establish service concept, improve service quality, and "only the satisfaction of staff, only customer satisfaction" can be from human resources. In addition, employee satisfaction is an important psychological indicator of employee's working life quality. A person's job satisfaction level is high and a positive attitude towards work; low level of job satisfaction and a negative attitude to work, which is a "people-oriented" management concept for frontier inspection. With the development of the economy and the improvement of the people's living standard, the economic temptation of the police is gradually strengthened, and the case of taking advantage of the advantage to collect the interests of other people has risen. We should grasp the ideological status and work attitude of the police and effectively avoid the adverse effects of job-related crimes on national security and social stability.
This paper first investigates the status quo of the satisfaction of border police officers through a questionnaire, analyzes the results of the survey with the relevant statistical analysis methods of management, and mastered the basic situation and the existing problems of the satisfaction of the border police. On this basis, the factors affecting the satisfaction are summarized as the internal compensation and external factors of the police. Pay, put forward the way of "salary combination - Police satisfaction". It reveals that to improve the satisfaction of the police, it is necessary to improve the internal salary and external salary of the police, improve the design method of the work, improve the in-service training of the border police, carry out the career management of the border police, and build a fine frontier culture and improve the economy. The system of sex salary can lead the satisfaction degree of frontier inspection police to a higher level, thus promoting the improvement of the service level of frontier inspection.
In this paper, the questionnaire of the satisfaction of the police in the four frontier stations of Guangzhou frontier inspection station was investigated, and the interview was conducted at the two frontier stations, which made the study more objective and detailed. In this paper, the principle of combining theory with practice, and combining macro analysis with micro analysis, was adopted in this study. Combining qualitative analysis with quantitative analysis, combining statistical analysis with case analysis.
