【摘要】: 公安机关作为政府职能部门的重要组成部分,随着新公共管理的浪潮,广泛开展了绩效评估的实践。在国外,尤其是在英国和美国,警察机关的绩效评估被作为一项有效的管理工具,在公共行政中受到关注,从而得以大力发展。近几年,随着我国改革开放力度的不断加大和政府行政改革实践的不断深入,我国各级公安机关在绩效评估方面也做了很多有益的探索。 本文以天津市公安局分局绩效评估工作为例,通过对当前评估体系的系统分析,指出了目前绩效评估工作中存在的问题,对当前绩效评估工作中遇到的横向比较公平性问题,提出解决方法。即:运用因子分析法对影响公安工作有关因素进行分析,确定四个互不相关的影响因子;再对四个因子与刑事发案总数和刑事破案总数进行回归分析,确定回归的残差,以回归残差作为相对的工作绩效;最后,通过比较各分局破案总数和发案总数的残差值,确定各分局的绩效评估结果排名。
[Abstract]:As an important part of government function department, public security organ has carried out the practice of performance evaluation widely with the tide of new public management. In foreign countries, especially in the United Kingdom and the United States, the performance evaluation of the police is regarded as an effective management tool. In recent years, with the continuous increase of reform and opening up and the deepening of the practice of government administrative reform, the public security organs at all levels of our country have also made a lot of useful exploration in the aspect of performance evaluation. This paper takes the performance evaluation work of Tianjin Public Security Bureau as an example, points out the problems existing in the current performance evaluation work, and points out the problems encountered in the current performance evaluation work through the systematic analysis of the current evaluation system, and points out the horizontal equity problems encountered in the current performance evaluation work. Put forward the solution. That is to say, the factors affecting public security work are analyzed by factor analysis, and the four unrelated factors are determined, and the regression analysis of the four factors with the total number of criminal cases and the total number of criminal cases solved is carried out to determine the residual error of the regression. The regression residual is taken as the relative performance. Finally, by comparing the residual values of the total number of cases solved and the total number of cases issued, the ranking of the performance evaluation results of the sub-bureaus is determined.
