广东省河源市高新技术开发区社会治安问题研究

【摘要】：建设高新区,走新型工业化道路,是欠发达地区摆脱落后面貌的可行路径。广东省北部欠发达山区地市河源市,举全市之力创建河源市高新技术开发区(以下简称“河源市高新区”),取得了全省瞩目的成绩,推动了河源经济的高速发展,成为了河源经济增长的主引擎。河源市高新区的发展需要稳定的社会环境支撑,而社会环境又深受社会治安状况的影响,对河源市高新区社会治安问题研究,关系着本地区经济社会的稳定和发展,关系着全面建设小康社会的大局。近年来,受国内外环境深刻变化的影响,高新区建设发展面临巨大挑战,区内的社会治安环境出现了一些新问题、新现象。为了全面研究当前河源市高新区社会治安问题,笔者在对国内外社会治安问题、相关理论研究现状进行梳理的基础上,深入河源市高新区开展了细致的实地调查,获得了大量宝贵的第一手资料,从整体上把握了高新区社会治安现状、问题特征和社会主要矛盾演化状况,全面分析存在的问题及其根源,以典型案例揭示高新区社会治安复杂状况,最后通过借鉴国内外高新区社会治安先进理论和经验,提出改进、完善社会治安的对策建议。除去前后两部分绪论和结语,论文主要有四个部分:河源市高新区社会治安现状和主要社会矛盾分析、社会治安存在的主要问题与原因分析及典型案例分析、国内外高新区社会治安工作经验和社会治安问题治理对策。本文的亮点在于利用自制的调查和访谈问卷,深入河源市高新区开展实地访谈、问卷调查,获得一手直接资料,然后综合分析调查结果数据,整体把握研究对象的现状,研究发现了本区社会治安问题具有突出性、多发性、集中性和复杂性等四个较显著的特征。接着纵向考量高新区主要社会矛盾演化状况,研究发现了本区社会矛盾的诱发原因及发展趋势。结合一手调查数据和访谈资料,发现河源市高新区社会治安存在的五个主要问题:刑事、治安案件高发,流动人口违法犯罪问题突出,矛盾纠纷和群体性事件逐年增多,出租屋成为治安“老大难”问题,社会治安综合治理乏力。根据犯罪学、公共治理相关理论,从社会、经济、法律、行政和管理等五个方面全面分析河源市高新区社会治安问题的根源,并择选典型案例进行详细分析,指出社会治安综合治理落实不到位、效果不理想,是河源市高新区面临的一个现实且亟待解决的问题。最后借鉴国内外高新区社会治安工作经验,得出改进、完善河源市高新区社会治安的对策:打破僵局,搭建社会治安综合治理平台;强化基层,加强和改进高新区派出所建设;牢抓基础,推动社区警务工作深入开展;突出重点,坚持源头治理社会治安问题;把握主动,构建立体化社会治安防控体系。本文的创新构思表现在两个方面:一是论文选题的创新。当前学术界对欠发达地区高新区的研究并不多见,尤其是针对欠发达地区高新区的社会治安——这一特殊性研究对象的针对性研究更是欠缺,因而就此选题的研究具有创新性;二是研究视角的创新。论文从实地调查数据分析得出社会治安问题的特点,对高新区发展历程中的社会主要矛盾及演化状况进行全面研究,从社会转型、经济利导、法制淡薄、行政缺位、管理失范等五个多元角度,研究欠发达地区社会治安问题的产生根源,并择取典型案例加深对社会治安问题的认识,具有一定的创新性。
[Abstract]:Building a new high-tech zone and taking a new road of industrialization is a feasible way for the less developed areas to get rid of the backwardness. In the north of Guangdong, the city of Heyuan in the less developed mountains and cities has created the Heyuan hi tech Development Zone (hereinafter referred to as "Heyuan Hi-tech Zone"), which has achieved the achievements of the whole province and promoted the rapid economic development of Heyuan. It has become the main engine of Heyuan's economic growth. The development of Heyuan hi tech Zone needs a stable social environment support, and the social environment is deeply influenced by the social security situation. The research on the social security problems in Heyuan hi tech Zone is related to the stability and development of the local economic and social society, and the overall situation of building a well-off society in an all-round way in recent years. Under the influence of profound changes at home and abroad, the construction and development of hi-tech zones are facing great challenges. There are some new problems and new phenomena in the social security environment in the region. In order to fully study the current social security problems in Heyuan high and new zones, the author is on the basis of combing the domestic and foreign social security questions and the relevant theoretical research status. Heyuan high tech Zone has carried out a detailed field investigation and obtained a large number of valuable first-hand information. From the overall grasp of the status of public security in the high-tech zone, the characteristics of the problem and the evolution of the main social contradictions, comprehensive analysis of the existing problems and its root causes, taking a typical case to reveal the complex situation of public security in the high and new zones, and finally through the loan In view of the advanced theory and experience of public security in the high and new hi-tech zones at home and abroad, the countermeasures and suggestions for improvement and improvement of social security are put forward. There are four parts of the paper, excluding the preface and conclusion of the two parts, the status of public security and the main social contradictions in Heyuan hi tech Zone, the main problems and reasons of the existence of social security and the typical cases. Analysis of social security work experience and Countermeasures of public security problems at home and abroad. The highlight of this paper is the use of self-made survey and interview questionnaire, in-depth interview, questionnaire survey in Heyuan hi tech Zone, direct data, and comprehensive analysis of the results of the survey data, the overall grasp of the status of the research object, research development The social security problems in this area have four prominent features, such as prominent, multiple, centralized and complex. Then, we examine the main social contradictions in the high-tech zones and find out the causes and development trends of the social contradictions in this area. There are five main problems in public security: criminal, high incidence of public security cases, prominent problems of illegal and crime of floating population, and increasing number of contradictions and groups, rented houses becoming the "old and difficult" problem of public security and lack of comprehensive management of public security. According to the theory of Criminology, public governance, social, economic, law, administration and management The five aspects of the five aspects of the comprehensive analysis of the root causes of social security problems in the high and new zones of the city, and select a typical case to carry out a detailed analysis, point out that the implementation of the comprehensive social security management is not in place, the effect is not ideal, it is a realistic and urgent problem to be solved in the high and new zone of Heyuan. We should improve and improve the Countermeasures of social security in Heyuan high and new zones: break the deadlock, build a comprehensive management platform for social security, strengthen the grass-roots level, strengthen and improve the construction of the police station of the high and new zones, firmly grasp the foundation, and promote the development of the community policing work, focus on the focus, and adhere to the problem of social security of the source, and take the initiative to build a three-dimensional social security. The innovative ideas of this paper are shown in two aspects: first, the innovation of the topic selection of the paper. The current academic circles do not have much research on the high-tech zones in the underdeveloped areas, especially for the social security of the hi-tech zones in the underdeveloped areas. The two is the innovation of the research perspective. From the analysis of the field survey data, the paper draws the characteristics of the social security problems, and makes a comprehensive study on the main social contradictions and evolutions in the development process of the high and new zones, and studies the underdeveloped areas from the five pluralistic angles of social transformation, economic guidance, weak legal system, administrative vacancy, and management anomie. The origin of social security problems and the selection of typical cases to deepen the understanding of social security problems are innovative.
